Review all JECC Instructions and Policy Directives pertaining to Wireless Communications. Telephone Systems Control Officer. Responsible for 300 telephone subscribers assigned to the JECC Headquarters. As TSCO, coordinates with the Base Communications Office (BCO) to set up and maintain the Plain Old Telephone Systems (POTS), and with the BCO and NCTAMS LANT to provide external data communications between JECC and external military commands.Local Registration Authority (LRA) Custodian. Perform the duties of the National Security Systems (NSS) certified Local Registration Authority (LRA) and/or Trusted Agent (TA) for the JECC. Obtain the user’s identity information; verify the user’s identity face to face and initiate the enrollment process; issue the token, provide the user a one-time password; and then direct the user to complete the enrollment and set their 8-16 digit numeric PIN. .Automated Data Processing Equipment (ADPE) Equipment Control Officer. I am responsible for over 6000 pieces of ADPE. I oversee the custodial duties of 7 Equipment Custodians managing the ADPE inventory of JECC Headquarters.Deployment Working Group Subject Matter Expert. I ensure that JECC members have effective laptop, smartphones, cell phones, satellite phones, and wireless MiFi hotspot support for all missions and exercises.

These duties include assisting in supporting telephone capabilities and COMSEC support for Secure Telephone Equipment (STE) support to Commander JPASE. Work closely with JWFC/JECC facilities and USJFCOM J6 JECC help desk support to coordinate daily in-garrison telecommunications support. This includes collaborating with facilities, help desk personnel and JECC operations division personnel. Additional duty assigned as JECC EKMS Custodian responsible for the day to day management of COMSEC material supporting JECC and JDT to maintain continuity of operation in supporting the mission of Commander, United States Joint Forces Command.

This required close coordination with delivery order originators to ensure proper drafting of Statement of Work, Delivery Order Letter, Cost Element Breakdown and Spending Plans. Additionally, Mr. Budde was the Engineering Supervisor for the Design Department Special Projects Division. He supervised the day to day operations of Special Projects personnel, prepared cost estimates, tracked task completion status and ensured quality control through out Special Projects Division. This QC and supervision included C4I planning and installation of QUAD DAMA systems, Dual DAMA systems, ANDVT secure voice systems, INMARSAT B systems, AN/WSC-3 #6 UHF Radio systems, and Base Level Information Infrastructure (BLII) systems. Mr. Budde was directly responsible for the retirement of a $2 million dollar delinquent account payable debt owed to various vendor’s doing business with TITAN Corporation. Mr. Budde worked with TITAN Corporation Financial Department to systematically eliminate debt on a priority schedule. The outcome of this action was restoring TITAN Corporation credibility with the affected vendor ensuring TITAN’s ability to proceed with equipment purchases unimpeded. Mr. Budde provided technical and engineering support to NISEEAST Charleston (Code 545) in Ship Installation Drawing (SID) development and Installation Control Drawing (ICD) development. Under this tasking, he prepared installation drawings to include Topside Antenna Arrangements, Plan Views, Elevation Drawings, Cabling Diagrams, Equipment Foundation Details, Dry Air Diagrams, Power Modification Diagram, Below Decks Equipment Arrangements, and Cable Run Sheets.
