Currently the CEO and Founder of a small Veteran-owned consulting business specializing in the advancement of resilience across critical infrastructure sectors. In addition to leveraging our in-house expertise, we have created strong strategic partnerships with other firms having complimentary competencies, enabling us to offer a comprehensive suite of services that cater to all aspects of resilience.

Responsible for directing a corporate Business Resiliency department for one of the largest investor owned electric utilities in the United States, with more than 13,000 employees and $10B operating revenue and serving more than 14 million customers in 180 cities across a 50,000 square-mile service territory. • Designed and implemented an industry leading corporate business resiliency department designed to protect the company’s electric infrastructure, business systems, and reputation.• Lead emergency management, business continuity, disaster recovery, climate change/adaptation, seismic resilience, meteorology, wildfire management, and training/drills and exercise programs.• Train and test C-Suite executives on how to effectively respond and recover from business disruptions.• Lead hazard assessment and mitigation efforts to focus investments on minimizing impacts of business disruptions. • Represent SCE as a recognized expert with State regulatory and legislative officials, trade associations, utility and resiliency panels, and senior officials from local, state and Federal agencies.• Board Member of the California Utilities Emergency Association and Member of the National Response Executive Committee.• Additional acting roles:o Interim Director of Security/Asset Protectiono Interim Director Corporate Real Estate. Lead the department through an outsourcing initiative and reorganization that resulted in a projected savings of more than $30M.

• Established and lead the first fully integrated response planning department at FEMA that brought together national planning with FEMA Regions across the nation.• Directed the National Hurricane Program and represented the agency on multiple policy coordinating committees lead by the White House National Security Staff.• Established and directed FEMA’s first Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) response organization designed to coordinate federal response to events involving hazardous or explosive materials.

• Directed multi-million dollar technology development projects, and test and evaluation efforts at research and development laboratories around the country.

• Established a new department following the terrorist attacks of 9-11 to align, high hazard, national security programs/projects for the NNSA, Department of Defense and the intelligence community.• Directed science and technology and aviation operations at Remote Sensing Laboratories located in Las Vegas, NV and Washington, DC, the Special Technologies Laboratory in Santa Barbara, CA, and the Nevada Test Site. • Lead national and international nuclear/radiological emergency response teams and programs.

• Managed national radiological/nuclear emergency response programs and supported the DOE’s nuclear weapons testing program.

• Worked for Los Alamos National Laboratory and EPA in support of nuclear weapons testing program.
