Program Director of the Navy Precision Optical Interferometer (NPOI) project. Advanced into senior role to serve as project director leading team of up to 24 in R&D collaboration between U.S. Naval Observatory, Naval Research Laboratory, and Lowell Observatory to develop state-of-the-art NPOl interferometric telescope array for synthetic-aperture imaging and ultra-precise star-position measurements in optical and near infrared. Works closely with multiple institutions and contractors by facilitating weekly and quarterly project meetings, informs stakeholders and management team through regular project reports, lends expertise, consultation, and coordination services to the Naval Observatory, associated programs, and other Department of Defense operational and research activities, and serves as Contracting Officer's Representative (COR) for major contracts. Establishes project priorities and timelines, determines project metrics and monitors compliance, administers multimillion-dollar budgets, hires and evaluates sub-contractors while reviewing contract performance, delegates and oversees tasks, appraises staff performance.Key Achievements:• Wrote specifications and served as point-of-contact for optical/mechanical design study at the University of Arizona’s Optical Sciences Center for meter-class siderostats and other optics. • Developed optical designs and specifications for the manufacture of 35-cm off-axis beam compressors and specialized hemispherical retroreflectors for laser metrology applications.• Envisioned and led development of three-dimensional, 46-beam laser metrology system.• Chair at national and international scientific meetings; reviewer for NASA and Smithsonian Institution research proposals and research papers for scientific journals.• Two-time co-recipient of Naval Research Lab Alan Berman Research Publication Award, Special Act Award, and ten-time recipient of institution’s Outstanding Performance Award.

Naval Research Lab

Worked in support of long-baseline optical interferometry at the Naval Research Laboratory. Member of team that developed the Mark III Stellar Interferometer, including laser metrology systems. Conducted research in stellar angular measurements and supported astrometric measurements.

Participated in an on-going research program applying speckle interferometry to the study of binary stars. Conducted independent research on obtaining differential photometry of binary star components from speckle interferometry.
