After more than 20 years of working with government and private clients in the energy industry, I co-founded the Douglass & Liddell law firm with Daniel Douglass. Our law practice is limited exclusively to energy industry transactional and regulatory work in California and the West. My personal area of focus in energy law is solely focused on California electricity law and regulation.Douglass & Liddell also serves as an advocate in electricity-related administrative proceedings and legislation in California. We also serve as legal counsel to the Western Power Trading Forum, the Alliance for Retail Markets, the Direct Access Customer Coalition and the California Energy Storage Alliance. Additionally, Douglass & Liddell also represents clients to negotiate power purchase and interconnection agreements for renewable energy and traditional power plants. The firm represents clients involved in all aspects of utility scale and distributed generation, demand response, and energy storage projects.Some of the firm’s representative projects include:✔ Negotiated the power purchase agreements for two of the largest proposed concentrating solar power projects in the West.✔ Under a long-term contract with publicly owned Southern California utilities, deployed a 53 MW ice storage air conditioning project to permanently shift on-peak electricity demand to off-peak hours.✔ Worked with the California Public Utilities Commission to extend incentives to distributed energy storage technologies and renewable energy resources.

With Janice Lin, of Strategen Consulting, I co-founded the California Energy Storage Alliance in 2009. CESA is an industry coalition dedicated to expanding the role of energy storage in order to promote the growth of renewable energy and a more affordable, clean, and reliable electric power system. California Energy Storage Alliance membership consists of a diverse mix of energy storage technology manufacturers, renewable energy component manufacturers, electrical contractors, project developers, and systems integrators, and other clean tech industry leaders. The California Energy Storage Alliance is technology and business model-neutral and is supported solely by the contributions and coordinated activities of its members. Notable achievements as General Counsel of the California Energy Storage Alliance include:✔ Supported enactment of AB 2514 (Skinner), which requires the Public Utilities Commission and governing boards of publicly owned utilities to consider ways to encourage expanding deployment of energy storage technology and established a mandate for investor-owned utilities to deeply a minimum of 1.3 GW of energy storage.✔ Supported enactment of California legislation expanding the Self-Generation Incentive Program to include customer-sited energy storage, highlight reduction of greenhouse gas emissions and stimulate investment of over $1 billion.

I started with Pacific Lighting as Corporate Counsel in 1982, where I negotiated and administered transactional arrangements on behalf of the company. As the company evolved and merged with other entities, it became Pacific Enterprises and ultimately Sempra Energy.Serving as legal counsel on the executive team, we developed a strategic plan for Pacific Enterprises to enter the natural gas and power marketing industries. I also served as lead counsel for a group of start-up companies engaged in retail marketing of natural gas and electricity and integrated energy efficiency products and services. As Sempra Energy’s Assistant General Counsel, I acted as a legal executive specializing in unregulated aspects of energy law, with an emphasis on business transactions. Operating in this Fortune 500 environment, I managed legal services for all domestic and international retail commercial and industrial energy businesses of Sempra Energy and its predecessors.My legal specialties included: energy project development and financing, wholesale and retail natural gas and power marketing, efficiency contracting services, and infrastructure construction and operations for private and public entities in North America and Europe.Some key achievements:✔ Helped Sempra Energy Solutions become the largest unregulated direct access electricity provider in California, setting a precedent for the independent power market there.✔ Transactions included infrastructure ownership and operating arrangements for large district heating and cooling facilities such as the Staples Center in Los Angeles and the Venetian Hotel in Las Vegas.✔ Contracted for over $400M per year in energy-related commodities and services nationwide, managing over 2,000 MW of electric load, 80,0000 MM BTU of gas load, and 33 million square feet of energy infrastructure facilities.✔ Managed all legal aspects of startup greenfield natural gas utilities in North Carolina, Maine, and Nova Scotia.

As legal counsel for the U.S. Energy Research and Development Administration, later part of the U.S. Department of Energy, I worked on military and civilian computer acquisition agreements at the national laboratories involving high-energy physics and alternative energy research and development programs.As national technology-related programs developed, I acted as a legal advisor for those programs in the Western U.S. This gave me experience in research, development, and demonstration projects involving government-industry cooperative grants and the Geothermal Loan Guaranty Program.I also negotiated commercialization and privatization transactions and energy technology programs for the U.S. Department of Energy, including large federal solar and geothermal demonstration projects, cooperative agreements, and grants.
