Program Manager/Mentor responsible for the successful creation, leadership, high-level budget oversight and implementation of all US Marshals Service sponsored planning, policies, procedures, standards, training, and mentorship of local-national law enforcement forces in Iraq and Afghanistan. Established Judicial Security Unit for Afghan/Iraqi Courts to establish physical security, executive protection, investigations and tactical operations in furtherance of the nationwide protection of Afghan/Iraqi judiciary, property, operations and facilities from assault, vandalism, espionage, and terrorism.• Directed USMS International Stabilization and Reconstruction Rule of Law programs working closely with Dept. of Defense, Dept.of Justice, and US State Department personnel in support of Operation Enduring Freedom.• Lead USMS tactical team, linguists and local national personnel in support of countrywide international Rule of Law Initiatives.• Deployed technologically advanced security equipment and programs to improve judicial and witness security.• Developed/managed operations budget totaling 10+ million dollars.• Mentored and advised the Afghan National Police Judicial Security Unit Commander (Colonel).• Developed and provided oversight of the Afghan National Police Judicial Security Unit training program for 3000+ officers.• Liaised with executive-level US Military personnel for procurement of weapons, ammunition, and equipment for Afghan Police.• Represented the US Marshals Service at all State Department meetings with other law enforcement agency heads and Ambassadors.• Provided oversight/supervision on 10.5 million dollar Task Order 50 construction project for expansion of the Judicial Security Unit.• Received 5 US Marshals Service Director's Awards for performance and a Department of State Meritorious Service Award.
