Donald leads the United States consulting practice of CPCS. His team provides strategic and investment decision advice to government and corporate clients covering all transportation modes and assets nationwide. He has over 20 years of management consulting experience and has led and supported consulting engagements in over 40 states, Canada, and Mexico. Donald is an expert in transportation data collection and application. He is past Chair of the Freight Data Committee of the Transportation Research Board of the National Academy of Sciences. He holds the AICP certification and is fluent in Spanish.
