As Deputy General Manager (DGM)/Director of Operations (DOO), DOE Headquarters Protective Force. Was directly responsible for 160 armed Security Police Officers (SPO), two (2) Central Alarm Station (CAS) Security Operations Centers, 19 unarmed Security Officers (SO) and a staff of professional administrative support personnel. Ensured that the officers fulfilled their duties, which included: staffing access control points at DOE facilities, responding to and assessing alarms, responding to and neutralizing active assailants and providing overall security to the complexes. Was responsible to ensure all posts were staffed as required per the contract. Managed the Operations Budget, which included all direct and indirect costs. Coached and mentored the Facility Commander, Captains, Lieutenants and Sergeants and provided them leadership training. Participated in post audits, quality checks and training exercises. In July of 2017, was promoted to General Manager (GM) and directly responsible for 222 employees tasked with the protective guard services for the DOE Headquarters complexes. Delivered direct oversight to the following departments: Protective Force Operations, Planning and Training, Support Services (Human Resources), Badging and Emergency Management. Successfully renegotiated contract with medical access provider for officers. Responsible for financial planning, monitoring and execution of a multi-million-dollar budget for the contract to ensure we meet required statement of work and expected deliverables. Provided monthly, quarterly and yearly reports of contract performance, expenditures and staffing to DOE. Managed audits and internal office inspections and investigations. Maintained open and continued communications with the DOE Contracting Officer Representative (COR), Technical Representative (COTR), and DOE C-suite executives as it related to the oversight of the contract to include both direct and IDIQ funding.

As a senior level leader, provided direct oversight and leadership to agents, Investigators, and task force officers including direct reports who oversaw firearms trafficking, arson and explosives, gang, and violent crime operations. Directed law enforcement operations and interagency collaboration and cooperation with other Federal, State, and local law enforcement entities in the Chicago area. Upon selection to the Senior Executive Service (SES) was nominated and chosen as the Deputy Director of the Terrorist Explosive Device Analytical Center (TEDAC) in Quantico, VA. TEDAC is a whole of government facility whose mission is to directly contribute to the eradication of the improvised explosives device (IED) threat through forensic and technical exploitation of devices. As the Deputy Director, was responsible for the strategic planning, administration, financial management (planning and execution), program management and oversight of the day-to-day operations of the multi-agency partnered facility. As the Special Agent in Charge (SAC) was responsible for overseeing over 130 employees who conduct all criminal and regulatory enforcement activity pertaining to issues under ATF’s jurisdiction in Ohio and the southern half of Indiana. Ensured those individuals presented for prosecution met not only ATFs, but the United States Attorneys guidelines for prosecution. Made certain all ATF regulatory audits and investigations of those individuals with ATF issued licenses were conducted judiciously.

As a first line supervisor, was responsible for managing, directing and leading, agents and police officers as they conduct their own criminal investigations. Changed the culture of investigations and prosecutions while in Chicago from simple prosecution of individuals found in possession of firearms, to identifying and targeting those groups responsible for trafficking firearms into and around the city. Worked in Bureau Headquarters on two different tours of duty and in various offices to gain additional knowledge and experience. These included overseeing tobacco and firearms investigative initiatives, managed a youth violence prevention training program, coordinated staffing for the agency and conducted procedural policy reviews. All of these opportunities enhanced overall leadership and managerial capabilities.Based on a predominant ability to work and collaborate with other agencies, was selected to be the ATF Chief to the National Explosives Task Force (NETF). Led intelligence and investigative priorities on coordination of Governmentwide efforts to deter, prevent, detect, and respond to threats posed by terrorists or other criminal groups through the use of explosives in the U.S. and against our interests abroad. Oversaw ATF’s participation in analyses of explosives incidents and coordinated efforts to Counter Improvised Explosives Devices (C-IED) both in the U.S. and abroad. Was also the first federal agent selected to participate as a Leadership Fellow - FBI National Academy, Leadership Development Institute, Quantico, VA. Developed and presented leadership training to Federal, state, local, and international law enforcement participants at the FBI National Academy, at regional trainings seminars and at the International Law Enforcement Academy in Budapest Hungary.

Started career as a special agent conducting criminal investigations and prosecutions of armed violent street gangs and narcotics distribution organizations; illegal firearms traffickers, and illicit tobacco diversion schemes. Had the largest civil reimbursement to the state for tax diversion. Served as a Program Manager in tobacco diversion then the Chief of the Gang Resistance Education and Training (G.R.E.A.T) youth violence prevention program which included managing the grants and curriculum for the program.

Visualized a concept of a new product for the multisport community intended to assist cyclists while riding their bikes. Designed the product, secured local manufacturing, and in 6 months from concept to product launch in the retail market, started a new small business. Obtained trademarks to safeguard brand. During this time, I became experienced in business to business sales and marketing. The Leadership Fellows Program is an intense yearlong commitment. I spent six months of the Fellowship is spent in residence at the FBI Academy in Quantico, Virginia. During this time I participated in teaching leadership lessons to current NA students. I was provided the opportunity to be the lead instructor for "Leadership for Counter-Terrorism" I also designed leadership lessons and provided these to state, local and international students. I also traveled to different locations, to include Budapest, Hungary; Chicago, IL and Baltimore, MD to conduct trainings to state, local and International officers. I also attended the Law Enforcement Executive Development Seminar (LEEDS) and participated in the National Executive Institute (NEI) training class. The experience provided me valuable information on my own leadership styles, but gave me priceless information on leading my employees. The relationship I have fostered will benefit not only me, but the agency as a whole. In the 13 years that the fellowship had been offered, I was the first and only Federal Agent ever asked to be a part of the program
