Donat is a policy analyst, strategy advisor, and change management leader with a people-first leadership approach. He has provided strategic advice to organizations on policy, governance, strategy, and partnership at national and international levels.Currently, Donat serves as the Director of Admissions at RICA. Previously, he was the Head of Human Resources at Agaciro Fund, Rwanda's sovereign wealth fund. Before that, he worked with the Rwanda Higher Education Council, where he played a key role in accreditation reviews and supported the establishment of new universities, campuses, and programs. Donat has also held various other roles, including Chairman of the Advisory Committee for the Mastercard Foundation Scholars Mentorship—Africa Program, Education and Innovation Advisor to LEAD—a forum of Rwandan alumni of U.S. Department of State-funded exchange programs—and member of the Advisory Council at the Akilah Institute.Donat's work and commitment to public service have garnered significant recognition. In 2021, he was awarded a leadership certificate by U.S. President Joe Biden. In 2022, he received another certificate from U.S. Secretary of State Antony Blinken, recognizing his remarkable contributions to educational transformation in Rwanda. Donat holds a Master of Laws from the University of South Wales, UK, an MBA, a Postgraduate Diploma in Education Policy and Planning, and a Bachelor of Arts in Modern Languages. He is currently pursuing a doctoral degree in higher education leadership at Boston College. Donat is a fellow of the Mandela Washington Fellowship for Young African Leaders. He completed leadership fellowships at the Dickey Center for International Understanding, Dartmouth College and Humphrey School of Public Affairs, USA.
