At Yuma, I headed the Emergency Management and System Safety programs, providing guidance and developing safety and emergency preparedness plans. During my tenure, I minimized administrative burdens and promoted information sharing to ensure the hospital’s Incident Command Center (ICC) operated smoothly, enabling timely decision making and response. I co-developed the Command Center and simplified mandated reports for the U.S. Department of Homeland Security and Arizona Public Health. Streamlined produced reports in 60 minutes that previously took four hours.Additionally, I offered Department of Transportation (DOT) Hazardous Waste Manifest, and Incident Command System trainings inhouse, as well as other required safety and emergency preparedness training and educational opportunities for staff and leadership. In this role, I led the Emergency Management and Safety Programs for four adult general hospitals, one Level 1 Trauma Center, and The Children’s Hospital of San Antonio. With no existing pandemic response plan from Ebola or H1N1 swine flu, I quickly penned a plan, and designed "Activation Flow Chart" for leadership for use with the expected patient surge.

Here I directed the Emergency Management Program for two hospitals, developing operations, response, and recovery plans, conducting risk assessments and hazard vulnerability analysis, as well as various emergency preparedness training and exercises. I was recruited to prepare a business continuity plan template for the two hospitals but saw the project dramatically expanded to 26 hospitals across six states. Developed and conducted multiple training and educational opportunities, including the National Incident Management System (NIMS-100, 200, 700, 800) which led to a partnership with the Tucson VA hospital their NIMS and ICS training was conducted.I tutored leadership on new NIMS and ICS-required training and online tests with no failures. As a result, we retained 100% compliance with rules and requirements of The Joint Commission, ESF-8/ASPR, Centers for Medicare/Medicaid Services (CMS), as well as Trauma and federal accreditation reporting, surveys, and audits. I chaired the Ebola Task Force Team that created Arizona’s Ebola Assessment Center and activated the Incident Command Center in response to internal flooding and the resulting evacuation, IT and power outages, and a hazardous materials accident.

I headed the Emergency Management program for three-facilities and during the first seven years included oversight of the system-wide safety program. I developed and conducted various trainings in emergency management and safety. including NIMS, ICS, Patient Decontamination Teams and Active Shooter Awareness. Participated in the Incident Command Center as the Liaison Officer during a hospital fire and evacuation of 33-ICU patients.To standardize the emergency and safety management plans and disaster codes for three hospitals, I created specific notebooks for emergency management and safety management plans, complete with tabs for management and department specific plans. Additionally, I developed standardized department-specific emergency response plan templates and assisted departments in the completion of these plans. My consolidation and standardization of emergency response, recovery, safety management plans, and emergency codes earned the recognition of system leadership, as well as the tribal and local community.
