Responsible for the design and executive administration of a statewide service delivery system providing health care coordination to Medicaid beneficiaries enrolled in the Blue Cross/Blue Shield of Connecticut's BlueCare Family Plan. HealthReach Services, Inc. was a multi-tiered intervention and service delivery system designed to promote access to and encourage appropriate utilization of primary and preventive health care under a capitated managed care system. HealthReach was built on the successful pilot program, Hartford HealthTrack and has been replicated in other HMOs serving low-income membership.

Responsible for the administration and implementation of an enhanced EPSDT program, a 1.6 million dollar pilot project in the City of Hartford. This project successfully increased participation in well-child care by over 20% in less than 18 months using a multi-tiered intervention strategy of aggressive telephone and mail outreach, case management through a home visiting program and provider support services.
