A Peer Recovery Support Specialist (P-RSS) is an occupational title for a person who has progressed in their own recovery from alcohol, drug abuse, a mental disorder or a Traumatic Brain Injury (TBI) and is willing to self-identify as a peer and work to assist other individuals with chemical dependency or a mental disorder or from resulting from Traumatic Brain Injury/Head Trauma. Because of their life experience, such persons have expertise that professional training cannot replicate.[1] There are many tasks performed by peer support specialists that may include assisting their peers in articulating their goals for recovery, learning and practicing new skills, helping them monitor their progress, assisting them in their treatment, modeling effective coping techniques and self-help strategies based on the specialist's own recovery experience, and supporting them in advocating for themselves to obtain effective services.[2] A Peer Recovery Support Specialist (P-RSS) is a trained, self-identifying peer of the individual seeking support, who can engage with peers in a community-based recovery center, or outside it around any number of activites, or over the telephone as well. The recovery support specialist can work with individuals as they develop and implement a personal recovery plan, which can also serve as a contract for engagement.Recovery plans can take many forms. A key component of the Recovery Management model is a personal recovery plan. This plan is drawn up by the individual looking for support, and reviewed with an RSS. This peer centered recovery plan is instrumental for individuals to "buy into" the process of their recovery.

Traditionalists may differentiate between these last two terms, using the former to describe skeletal accounts of kinship (aka family trees) and the latter as a "fleshing out" of lives and personal histories. The Catawba /Burke County LME has a Consumer & Family Advisory Committee (CFAC) that is made up of current/past consumers and/or family members. CFAC members represent the disabilities of mental health, developmental disabilities, TBI and substance abuse. The composition of the CFAC must be representative of the ethnicity of the communities served.The voting body of this committee is appointed by the Catawba/Burke County LME Area Board and serves in an advisory capacity to the Area Board, the governing unit of the LME. Some activities of the CFAC include:•Advising and commenting on the Local Business Plan, including observing and reporting on the implementation of State and Local Business Plans.•Making recommendations on areas of service eligibility and service array, including identifying gaps in services.•Assisting in the identification of under-served populations•Providing advice and consultation regarding development of additional services and new modes of services•Participating in monitoring of service development and delivery•Reviewing and commenting on the State and Local Service budgets.•Observing and reporting on the implementation of State and Local Business Plans•Participating in quality improvement activities including outcome measures and performance indicators.•Ensuring consumer and family participation in all quality improvement projects at both the provider and Local Management Entity levels.
