The Incubator was set up to expand the agency's capacity for partnerships, diversify and strengthen its partner base, and build the capacity of partners who have received an award from USAID. The Partnerships Incubator's mission is to help USAID engage new and local partners and catalyze innovations that advance development impact. The brain behind the award-winning concept and design of WorkwithUSAID.org (one of the few sites to ever be adopted by a government agency—now WorkwithUSAID.gov and winner of an OMB High Impact Service Provider Award for USAID), she led the development and operation of USAID's contemporary resource hub to engage potential partners and guide them through working with the Agency. Over the last couple of years, the site has accommodated new features that have further expanded the value offered to partners and the USAID ecosystem (e.g., Sub-opportunities Portal, French, Spanish, and Arabic versions of the site, expanded library offerings, and much more).As project director, Dr. Roa managed a team of 22 employees, 120+ consultants, and numerous contractors. The project provided technical assistance to 102+ new local and non-traditional organizations globally (45 countries) and 35+ USAID missions and bureaus.
