Founder and Managing Principal of ChangeDynamix, a management consulting firm specializes in organizational change management, program & project management, and professional development services. Authored a unique change management methodology that serves as a foundational approach for institutionalizing change methodology within Federal, State, and local organizations. The methodology focuses on purpose definition, program/project planning, process management, performance measurement, and people engagement, aptly tiled the “5Ps of Change”. Presented change management and leadership development strategies to Executive Leadership teams within the State of Maryland. Provided an in depth discussion on the interconnectedness of the 5-P change management model, and contrasted the PROSCI and Balanced Leadership Frameworks as alternative models for leading organizational change.

Provide strategic, program, and technical guidance to Maryland State agencies and their IT program management teams for Major IT Development Projects (MITDP) execution. Provide program oversight that includes project initiation, budget accounting, project planning, scope management, and technical deployment coordination. Facilitate the development and/or review of new policies, procedures, enterprise solution roadmaps, and provide executive level briefings and reports pertinent to portfolio planning and work order execution. Provide periodic health assessments of team, project, and organizational agility, in keeping with—and adherence to—the State's System Development Life Cycle (SDLC), and Agile related value driven iterative development strategies. Monitor project for project risk indicators and routinely report project concerns to DoIT’s senior Executive leadership. Established governance protocols necessary for formalizing the Department’s Organizational Change Management (OCM) vertical. The OCM vertical was formalized as the governing group within the Department’s Enterprise Program Management Office (EPMO) with responsibilities to prepare, equip, and support individuals to successfully adopt initiatives, projects, and programs consistent with the stated goals of the MD THINK program. Developed and implemented strategies for effective human-social collaboration between various stakeholder groups. Facilitated technology adoption resulting from organizational change initiatives, including the modernization of the State’s technology architecture, systems, and supporting business processes. Selected Accomplishments:• Developed a Master OCM Plan that defined implementation strategies relative to the design, formulation, and implementation of OCM strategy by incorporating various inputs from across the organization, include executives, directors, and local office staff.• Evangelized Departments and project teams on matters relating to OCM strategies, objectives, and activities, and the critical intersection of their stakeholders responsible for, or influencing the implementation of projects, systems, and/or new business processes and activities.• Developed rubrics, templates, and standard operating procedures necessary to evaluate project- specific outcomes. OCM artifacts included project specific OCM Plans, executive presentation, and business process analysis worksheet.

Managed the first phase of a Software-as-a-Service implementation that resulted in the deployment of a modern Automated Fiscal System technology application. The application will be used statewide by local finance offices in support of a number of accounting tasks, including the setup, printing, and tracking of payments for various vendors—including payments to foster care providers—while maintaining a history of all financial transactions.Selected Accomplishments:• Provided daily oversight and leadership for the AFS project team, creating and regularly updating project schedules, staff task work plans, issue lists, and other project related documentation• Developed and facilitated the approval of all relevant SDLC documentation as required by the State of Maryland Department of Information Technology• Led the development and implementation of collaborative work processes relating to the definition of new business processes, functional and non-functional requirements, and new system specifications.• Coordinated activities related to project planning, monitoring and control, and serving as primary liaison with DHR and its internal/external stakeholders• Established organizational change management protocols for stakeholder engagement, technology adoption, and end-user development.

Subcontractor to AP Ventures with responsibility for the implementation of a modern technology solution to replace the Maryland Workforce Exchange (MWE) application. The enhanced application will enable DLLR to expand current MWE capabilities and deploy a modern solution that will provide enhanced web and mobile computing technologies, enabling external and internal customers with the capability to perform relevant duties around case management, while meeting all Federal and State requirements.Selected Accomplishments:• Managed the MWE project team comprised of a number of senior State personnel, along with members of the Maryland Project Steering Committee • Developed and implemented management protocols relative to project planning, governance, and technology management• Developed and facilitated the approval of all relevant SDLC documentation as required by the State of Maryland Department of Information Technology• Developed all procurement related documents and evaluation rubrics required for the issuance and evaluation of vendor related solutions

Provided daily oversight, management, and technical implementation leadership for 17 projects for the Race to the Top grant. Responsibilities included the statewide deployment of a wide array of enterprise solutions impacting over 60,000 educators, 1400 schools, and 840,000 students. Responsible for end-to end implementation activities of project teams. Planned, organized and controlled project resources to effectively meet project deliverables. Implemented project governance and review processes to ensure successful attainment of project goals as committed under the Federal grant. Coordinated interagency communication between State and Federal organizations, contractors, vendors, and all other MSDE stakeholder groups. Provided program management and technical leadership to Maryland State Department of Education stakeholder teams relative to organizational transformation of internal applications and guidance on the feasibility of technical approaches to software development and commercial off the shelf (COTS) products. Actively oversaw technical and management efforts for each project, including but not limited to: SDLC governance, scope management, budget management, resource management, project schedule management, risk management, procurement, Quality Assurance and testing, end user training, and organizational change management.

Provide daily project and technical management of high visibility and mission-critical projects for the US Department of Education (Federal Student Aid), spanning multiple contracting organizations with large leveraged and matrixed teams. Manage the account interface for Blackstone Technology Group to Dell Services Federal Government. Member of the PMO and Management Consulting Strategy Exchange groups, supporting recruiting, governance, service request management, and remediation. Provided daily project leadership and management in supporting the FAFSA production environment at the Virtual Data Center (VDC). Led multiple technical briefings and daily TouchPoint meetings to facilitate intra-organizational communication with technical, project, and executive management personnel. Managed and mitigated project risks related to kernel tuning, mainframe MIPs capacity, database failover, batch processing, and sizing of midrange systems.
