Performs executive level oversight of all policy, planning, resourcing and execution of the Navy's primary accessions training source, annually adding 45,000 basically trained sailors and officers to the Navy's end strength.

Principal staff officer to the Commander of US Forces Japan comprising 111,000 service members, civilian employees and family members assigned to US Army, Navy, Air Force and Marine Corps component commands forward stationed in Japan. Exercises direct oversight of ten executive level Directors responsible for all aspects of US operations in Japan and the management of the US-Japan alliance, including: crisis/emergency response, operations, logistics, strategic planning, human resources, financial management, intelligence, information technology, public affairs, force protection, force posture and basing, and overall management of the US-Japan Alliance. Oversees policy governing the implementation of host nation support agreements for labor, utilities, and facilities construction within Japan. Oversees development and implementation of policy governing all US forces in Japan. Oversees planning and execution of $19B Host Nation Funded Construction budget; $300M Training Relocation budget; and $7M Headquarters operating budget.

Directed strategic and operational level planning, management analysis, assessment, governance and program analysis and evaluation for a distributed military accessions operation across 65 locations nationwide processing 470,000 military enlisted applicants annually for entrance into the Armed Forces. Advised the commander and the Under Secretary of Defense for Personnel and Readiness on the alignment of a $300M annual budget against strategic and operational objectives.

Led a 50-person multinational military team in maintaining continuous 24-7 real-time situational awareness of NATO’s Afghanistan mission as well as the Russia-Ukraine crisis, enabling effective command and control as well as the development of necessary strategy, policy and plans. Led crisis action planning in support of real-world contingencies. Conducted and participated in regular exercises in order to maintain readiness for any potential NATO Response Force mission.

Led an 85-person team responsible for executing current operations and planning future operations focused on effectively applying $11B in annual (US-supplied) Afghan Security Forces Funds to force generation, equipping and training of the 352,000-strong Afghan National Security Forces.

Led three major planning efforts at the direction of the commander: the complete reorganization of the headquarters at the 2-star level and below; the development of a Base Order that would guide execution of the command’s mission of generating, equipping and training the Afghan National Security Forces (ANSF) through 2014; and the development of the National Security Council-directed ANSF Plan of Record that would ultimately inform the President’s decision as to post-2014 Afghan Security Forces funding levels and the size and nature of ANSF these funds could sustain. Led a team responsible for assessing the effectiveness of the mission and the manning, equipping and training of the ANSF to support congressionally-mandated reporting and to inform the Office of the Secretary of Defense and other agencies.

Directed the Mathematical Sciences and Operations Research programs, the Applied Statistics minor, and the department’s service courses. Responsible for curriculum design, execution, and assessment as well as the counseling and development of the department’s 80+ cadets. Supervised 20 faculty members each year in the planning and execution of 15+ courses. Supervised and developed junior faculty teaching in the program.

Served as advisor to the heads of the Basic Science and Foreign Language departments as well as to the Dean of the National Military Academy of Afghanistan (NMAA). Provided advice in such areas as course development, curriculum development, faculty development, policy development, academic integrity, and course scheduling. Developed a biology curriculum for first year pre-med cadets.
