Here, I provided technical expertise in support of business development activities through proposal work and targeting Leidos capabilities to Army customer’s area of responsibility at Aberdeen Proving Ground. Key achievements included:► Serving as a capture manager for firm fixed price subcontractor proposal for Army Watercraft Systems; authored Tech Vol inputs, BOEs, risk plans, as well as coordinating contracts and pricing.► Planning, coordinating, and executing a technology showcase to customers demonstrating 35 technologies from 16 exhibit stations spanning advanced solutions, defense and intelligence, and the civil organizations.► Developing and coordinating C4ISR program startup presentations for baseline reviews with the operations VP and staff.► Leading and developing program EVMS (earned value management system) and IMS (integrated master schedule) activities in preparation for program award.► Created proposal cost estimates based on historical implementation using SEER modeling tools.

I progressed to oversee successful enterprise architecture integration and systems engineering on a 450 FTE program reporting to architecture and engineering and service implementation group for a Department of Defense Intelligence Agency. This included instituting technical processes, project plans, and staffing to execute 22 projects across 80 FTE. Key achievements included:► Chairing engineering review board, which involved reviewing and adjudicating technical content of requirements, architecture, integration plans, infrastructure, test, and readiness recommendations prior to release to customers.► Serving as base re-alignment and closure test lead, completing 207 test scenarios and chairing deficiency working group (resolved 450+ issues).► Instituting and facilitating weekly activity reviews and integration forums to ensure alignment of 48 projects across all programs within enterprise.► Instilling confidence in customer leaders by demonstrating that important missions could be performed from new facility.

In this role, I oversaw budget, schedule and technical systems engineering efforts (33 professionals) of a multi-billion-dollar program, including requirements, CONOPS, interfaces, user, performance, infrastructure, logistics, security, and risk reduction. I also coordinated with customers, system integrators, chief engineers, and program management. Key achievements included:► Establishing business rhythms and dashboards to ensure all initiatives were progressed appropriately and issues could be pinpointed quickly for systemic resolution. ► Reworking requirements in order to develop recovery schedules and redefine/institutionalize processes to ensure quality and meet schedules.► Leading systems engineering effort to deliver successful design reviews to continue large-scale development efforts in support of replacing a mission critical DoD program.

I took on oversight of Pennsylvania State Police engineering program, including costs, schedules, and technical execution. Brought in to rescue program, de-escalate customer issues, and resolve technical problems. Key achievements included:► Establishing program execution recovery and customer intimacy improvement efforts on a $127M project; developed strong relationships with Pennsylvania State Police customers in order to turnaround the program.► Developing proposal cost and schedule for renegotiation with Pennsylvania State Police.► Providing cost, schedule, and technical inputs for the National Biosurveillance Integration System proposal.► Leading development efforts for the Air Force Standard Financial Information Structure Pathfinder project.

I served as a technical leader to 144 people with a labor budget of ~$100M and $30M in hardware. Here, I defined organizational structure, scheduling methodology, and management/technical approach to establish a highly successful program. Key achievements included:► Directing a team of 14 through process of inventing test architecture, development contracts, and initialization and transition concept.► Developing an approach to reduce costs in supporting multiple product development baselines. Reduced system test and transition risk by coordinating early interface/on-demand testing with external contractors.► Overseeing integration, verification, and transition effort of a billion-dollar program to successful transition.► Creating methods and implementing test architecture to minimize labor effort and maximize quality testing of a large-scale mission critical program.Career Note: Previous roles with Lockheed Martin included Software Work Package Manager, EZPass; Test Director; Staff Systems Engineer; Senior Software Engineer. Key contributions during this time include:► Led software development teams in support of the Maryland and New York EZPass systems; also created proposal for additional EZPass system implementations.► Formulated the Schedule review board concept to manage complex schedules across a large development organization.► Managed 1200+ software discrepancies to the successful transition of a complex mission critical applications.
