I previously served as the elected Director of the ITU Telecommunication Development Bureau (BDT). Prior to that, the Chief of the ITU Strategic Planning and Membership Department, as well as the Head of the Regulatory Reform, Economics and Finance programme in the ITU/BDT. Before joining ITU, I was a Policy Specialist in the National Telecommunication and Information Administration (NTIA), US Department of Commerce where I focussed on satellite communications, Latin America, and ITU matters.
