• Serves in a national resource role, providing expert counsel to Mercer consultants and clients throughout the United States on the various federal and state statutory and regulatory requirements affecting the overall strategy, design, implementation, operation and communication of employer-sponsored health & group benefit plans• Monitors and analyzes the ongoing effects of federal (e.g., ERISA, IRC, COBRA, Medicare, HIPAA Administrative Simplification, GINA, MHPAEA, WHCRA, FMLA, USERRA, ADA, ADEA, Title VII) and state (e.g., San Francisco HCSO, Massachusetts HCR, New York HCRA, Hawaii PHCA) legislative and regulatory developments impacting employer-sponsored health & group benefit plans and their employer-sponsors• Serves as one of Mercer's core thought-leaders, developers of intellectual capital and legal resources on the employer-facing issues of the Patient Protection and Affordable Care Act (PPACA) and related regulations• Researches and responds promptly to client inquiries involving issues relating to traditional health plans, retiree medical plans, consumer-directed health plans (e.g., HSAs and HRAs), cafeteria plans, health and dependent care FSAs, disability plans, life insurance plans, and other fringe benefit programs• Prepares timely written intellectual capital on complex legislative and regulatory issues affecting employer-sponsored health and welfare benefit plans, both for internal use and also for distribution to clients and prospects • Lectures frequently on federal Health Care Reform as well as numerous other health & group benefit plan issues for external trade groups and associations (e.g., The Conference Board, the ERISA Industry Committee, the Worldwide Employee Benefits Network, National Business Group on Health, New York Business Group on Health, Institute of Management and Administration, Financial Executive International, New York Compensation Association)
