My actual title in this DOE project is the much less descriptive, "Subcontract Technical Representative (STR)" on the MOX Project (info at MOXProject.com) for the contracts for shop fabrication of piping spools and for shop fabrication of supports. These contracts collectively billed $80 million+ for the fabrication of 30,000+ pipe spools and 10,000+ pipe and HVAC supports. Responsible for release of design docs. to the fabricators, resolution of technical questions and conflicts on the design, approval of vendor submittals, invoice approval and interface of fabricator's activities with Construction management and schedulers. These contracts were compliant with B31.3 and NQA-1, since MOX was going to be a fuel processing facility, and included initiation and disposition on nonconformance reports and engineering change documents.This position was initially on contract through RCS Services, Aiken, SC (5/2009 – 4/2011), then on contract through Empyrean Services, Sewickley, PA (4/2011 – 4/2013), and finally as a CB&I direct hire (4/2013 – 2016). The Shaw Group was acquired by Chicago Bridge & Iron, which in turn was acquired by McDermott International.

Project Engineer 1/2008 – 12/2008Managed the design for the reconstruction of part of the Bayer CropScience chemical plant in Institute, WV following a methyl isocyanate explosion and fire in August 2008. Also managed the design teams for capital improvement projects for DuPont plants at Belle, WV, Pontchartrain, LA and Circleville, Ohio. Created milestone schedules, conducted client project review meetings, monitored progress and costs and assured all required project documentation was created and transmitted. Projects included the design to replace a steam turbine on an air compressor with a 1250 HP motor, design and procurement of an HCl scrubber and associated pumps and piping, and resizing and replacement of old HVAC units that no longer adequately served the associated manufacturing spaces. Engineering/Construction Liaison 7/2007 – 12/2007Represented Aker Songer Construction in the Black & Veatch Engineering design office in Kansas City, KS. Reviewed design documents for the $160 million Kyger Creek coal fired power plant Flue Gas Desulfurization Project for constructability prior to issuance and provided an interface between the construction field staff and the engineers for resolution of design and construction sequencing issues. I identified significant gaps in the sharing of project information and the need for transmittal of 5000 additional vendor drawings to the construction site.Site Design Manager 7/2005 – 7/2007Managed a team of 14 designers at DuPont’s Circleville, Ohio high performance films manufacturing plant, providing in-plant mechanical, machine design, piping and electrical designs for maintenance and capital improvement projects. Assigned work within the group, approved design output, interviewed for new hires, completed annual reviews and provided an interface for the client and the employees with the Charleston, WV engineering office.

Managed the in-house completion of the plumbing, mechanical and electrical (PME) design documents for hospitals, laboratories and university buildings projects with construction budgets from $300K to $15 million. Contracted with local architects and civil/structural engineers for design support when required. Implemented a project quality design review program. Managed the design for HVAC renovations for the Jones Cancer Research Building at Duke University, and the PME designs for the Doak baseball and varsity tennis complex, and for the David Clark Lab and Classroom Building at North Carolina State University.

Engineering Project Manager (in GSK) / Project Engineer (in Burroughs Wellcome Co. prior to merger with Glaxo)Managed facility renovations and construction for 14 years as the Owner’s Representative for design and construction of major equipment, new construction and renovations for pharmaceutical research laboratories, administrative offices and cafeterias. Met with departmental managers to define project needs and scope, to define budgetary needs and constraints and to obtain funding approval. Solicited bids, contracted for and managed the programming meetings and the design. Solicited bids and contracted general contractors for construction of the projects and maintained oversight of the project (as the Owner) with a daily on-site presence. Inspected each project for completion and workmanship vs. claimed progress on pay applications and verified final completion and turnover to release retainage. Projects included construction of a 110,000 square foot administration building addition with cafeteria ($18 million), conversion of a 70,000 square foot office space to chemistry labs ($15 million) and renovation of a 30 year old cafeteria to meet current Health Department inspection criteria ($1 million).

Principal Mechanical Engineer Supervised a design team of 15 Mechanical Engineers from both CP&L and Ebasco to provide on-site support during construction of the Shearon Harris pressurized water reactor (PWR) nuclear plant near Raleigh, North Carolina. Assigned work within the group, reviewed and approved designs for completeness prior to release. Worked with the Start-Up Engineers to resolve equipment failures during initial operation.As Assistant Project Engineer of the engineering on-site office at the Waterford 3 PWR nuclear power plant near New Orleans, LA., managed the interdiscipline design coordination and approved all design documents generated by the staff of more than 50 Mechanical, Instrumentation, Electrical, Materials/Welding and Structural Engineers. This group was responsible for disposition of nonconformance reports, resolution of Field Changes Requests to resolve interferences, design of small bore pipe supports and design changes in all disciplines that were required to complete construction and support initial operation of plant systems.

Oradell, Nj

Managed the physical arrangement and placement of equipment and routing of piping within the support buildings of the Clinch River Liquid Metal Fast Breeder Reactor (LMFBR) Project. Coordinated the plant arrangement with all of the companies participating in the project to develop this new technology using plastic scale modeling of plant structures and components. Lead the task force to review plant systems to identify lessons learned from the Three Mile Island accident for incorporation in the Clinch River Project.

Assignments included system design calculations, specification and procurement of components for nuclear power plants. Assigned to the North Anna Units 1 & 2 Nuclear Power Plant site engineering office near Mineral, VA for 14 months to resolve design errors and omissions and nonconformances on mechanical and nuclear safety systems during the construction and initial operation.Assigned to the Beaver Valley Unit 1 Nuclear Power Plant site engineering office in Shippingport, PA for 18 months to resolve piping interferences and administer the contract for installation of thermal insulation.
