Mr. Hart was the program manager in charge of the contractor support to the U.S. Army Aviation and Missile Command; Aviation Research, Development, and Engineering Center; Mission Equipment Division. He developed the contractor team from a one man effort to over a twenty man effort. He managed the workforce, budget, technical product, schedule, and quality of the complete Mission Equipment contractor team including subcontractors. Mr. Hart managed customer relations by interfacing directly with the management and personnel of Mission Equipment. He supported every Aircraft in the Army fleet including, C-12, CH-47, MH-47, OH-58, MH-60, UH-60 UH-72 and AH-64. He also has managed multiple contractor teams supporting multiple customers. He has provided mentor level leadership is the areas of customer service, employee management, and workflow optimization across multiple contractor teams.Mr. Hart was a significant contributor to ADS-71-SP, Standard Practices for Environmental Airworthiness and Qualification Requirements for Electronics, Avionics, and Mission Equipment installed on Army Aircraft. He developed guidelines to ensure proper review IAW MIL-STD-810 of environmental data items (test plans, reports, and requirements specifications). He was a significant contributor and team member of the UH-60A/L Cockpit Upgrade Study. Mr. Hart has reviewed and evaluated Airworthiness Releases for various UH-60s, MH-60s, AH-64s, CH-47s, OH-58s, C-12s, and MH-47s. He has attended numerous design reviews including A2C2S, MH-47G BGAD 2.0, DC Mini Gun, ARH component qualification, CXP, and ACS. His problem solving skills has been used by the Customers on several high profile issues, including the MH-47 electrical problems related to engine roll backs. He has reviewed several projects for compliance to MIL-STD-704 and AS50881.

He developed MIL-STD-1553 controlled 8051 microprocessor based flight hardware for the International Space Station. He designed and tested digital hardware and firmware (8051 family) on three flight hardware projects and one ground support equipment project. He was involved in three Electromagnetic Environment Effects (EEE) test programs. He was used as a resource in the areas of project management, hardware, software, system design, hardware and software integration, and personnel development. Mr. Hart managed the multi-disciplined engineering team on the three year, three million dollar (1995 dollars) Spacelab Automated Test Equipment (ATE) Modernization program. He developed schedules, design approaches, technical requirements, reviewed plans, and test methods. He also performed customer coordination, resource management, cost compliance assurance, design reviews, and troubleshooting. He developed and implemented an alternate design solution on the Spacelab ATE Modernization resulting in an 11 percent cost savings.
