Douglas Herring & Associates (DHA) is a sole proprietorship able to provide full-service environmental review by assembling environmental impact report (EIR) teams comprised of highly qualified technical subconsultants from all environmental disciplines. This enables our tailored teams to prepare high-quality full-scale EIRs at a highly competitive cost, and under the direction of an experienced senior project manager. DHA is headed by Doug Herring, who has over 25 years of experience as an environmental and planning consultant. This experience includes managing a variety of large and small projects, hands-on environmental analysis, and contract planning work. Mr. Herring has prepared scores of documents in compliance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). Formally trained as a policy analyst, he has also performed policy studies for California agencies and has assisted in the preparation of planning documents. As a contract planner, he has processed development applications, conducted design review, processed zoning text amendments, evaluated subdivision maps and planned development plans, drafted ordinances, written detailed staff reports, and made staff presentations to planning commissions and city councils.
