Also taught grant writing seminars at Nashville Public Library, Martha O'Bryan Center, and Watkins School of Art and Design, reviewed Center for Nonprofit Management Salute to Excellence Awards for fundraising, and federal grants for the Administration of Children and Families and the U.S. Department of Education. ● 2014-present. Metropolitan Nashville. Conducted Grant writing workshop for Metropolitan Nashville Public Library (teaching logic model and grant writing process for Adult Education organizations); sat on review committee for BRAVO school partnership awards sponsored by the Mayor’s Office and PENCIL; reviewed Innovation Awards for Community Foundation, and contracted grant writing for Metropolitan Nashville Public Schools (including successful professional development Tennessee Department of Education state grant).

Established in 1969, the United South and Eastern Tribes, Inc. (USET) is a non-profit, inter-Tribal organization dedicated to enhancing the development of Tribal Nations (33 members), improving the capabilities of Tribal governments, and improving the quality of life for Indian people through a variety of technical and supportive programmatic services. USET is located in Nashville, TN and Washington, DC, grant revenues support organization and tribal initiatives, including but not limited to areas of health, economic development, environmental issues, and advocacy. During my time at USET, the grant portfolio was primarily federal grants (BIA, CDC, Department of Health and Human Services, EDA, EPA, IHS, USDA, and others) totaling approximately $20 million, comprising 95% of the total budget. Duties involved working closely with department heads on grant seeking, writing, reporting, supervising second grant writer, conducting training sessions internally/externally.

Founded in 1894, Martha O’Bryan Center provides a cradle to college to career continuum of education, health and employment solutions for our city’s most distressed neighborhood. My role as Grants Manager involved critical thinking, organization, clear and creative writing, project management, and supervision. Duties included researching and identifying private, corporate, and government grant opportunities, garnering necessary program information and community data, scripting and submitting proposals. Worked independently and in teams, to discuss and shape programmatic and conceptual issues relevant to proposals, a bridge between program and development staff. Also included follow-up reporting, compliance work, facilitating workshops, forging relationships with funders/partners, and supervising a second junior grant writer.I met and exceeded goals throughout my tenure at MOBC, growing the grants line from $200,000 to approximately $3,500,000 annually, authoring and leading large-scale grant applications to successfully fund and sustain essential new initiatives, including but not limited to AmeriCorps, NAZA out of school programming (Metropolitan Nashville Mayor’s Office), out of school time programming (LEAPS and 21st Century learning grants from Tennessee Department of Education), parenting programs (Governor's Office of Children's Care coordination, Kresge Foundation), youth workforce development (Nashville Career Advancement Center, State of Tennessee Victims of Crime Act, Experience Now Metro Nashville grants) and more. I was lead writer/collaborator for successful East End Preparatory K-5 charter school proposal (the school opened in August 2011), Explore! Community K-8 school (opened 2015), and Promise Neighborhood (U.S. Department of Education 2011, one of 15 in the nation) grants.

I have extensive experience publishing essays, short stories, and poems in numerous literary journals and books (www.doughoekstra.net), and have four books out on various independent presses. I taught English Composition 1 and II at Watkins (as senior adjunct) for a decade, drawing on a variety of learner-based strategies, employing film, television, speeches, visual art, and music to give multimedia reinforcement of structure and themes found in essays and fiction. This creates an interactive classroom with discussion centered on process as well as the result. I incorporated a workshop format for all writing, to emphasize creativity and revision. This allows each student to receive personalized instruction as they assess their own strengths and weaknesses and learn to identify the same in their peers. Worked as federal grant reviewer for the Department’s I3 (Investing in Innovation) grants, reading and scoring applications and budgets, via G5 and teleconferences● 2005-2009. U.S. Administration of Children and Families. Worked as federal grant reviewer for Compassion Capital Fund. This included training in Washington D.C. in 2005 and remote work in 2006-2009, including being team supervisor in 2009. Grant reviewing offers the unique opportunity to "be on the other side" of the grants making process and professional development to sharpen my skills, in addition to providing a service for the taxpaying public. I also repeated this in the summers of 2006-2009, reviewing grant proposals from home, via Internet and conference calls. I was a team supervisor in 2009, on a second round of applications

For several years, I worked as a singer-songwriter troubadour who released eight albums of original material on several independent labels, touring throughout the U.S. and Europe, performing at bookstores, coffeehouses, clubs, libraries, pubs, festivals, radio stations, and castles, solo and with band in tow. Highlights included but were not limited to: Nashville Music Award (Rickety Stairs/Best Folk Album) and Independent Music Award (Around the Margins/Best Rock Album) nominations, many top 10 lists, innumerable letter fests (ala SXSW, CMJ, NXNW, etc.) and repeat performances on Acoustic Cafe, World Cafe, and BBC outlets throughout the U.K. I took considerable time off to focus on my raising my son and investing time in other things; released a newer album, "The Day Deserved" in 2021 on Continental Record Services/Drop Autumn Records. "A lot of people write songs, Hoekstra writes five-minute worlds" (Wired Magazine).

Volunteer State is the Nashville area's largest community college. It is an extremely diverse population of students, in terms of age, gender, and race. I taught a range of English Composition classes, including WebCT Internet-based sections, primarily Essay Writing courses that focus on "writing argumentative compositions based on issues raised in essays and literary works, emphasis on research skills, support, and revision." I planned and designed the courses and implemented workshop formats and technology, complimented by lectures and readings
