Responsible for coordinating and developing overall strategy with Boeing Defense Systems (BDS) VP Integrated Quality to transform Quality organization. BDS Integrated Quality reorganization included 2200+ employees ($180M+ payroll) in a division with $30B in annual sales. Temporary assignment included developing management structure, identifying staffing synergies to gain efficiencies, communications plan and integrated master schedule/project plan. Reorganization plan includes integration of 10 projects led by executives and senior managers across BDS to achieve world class quality levels of performance, including developing tools and organization focused on early life cycle internal and supplier oversight processes. Knowledge of global Boeing businesses, interaction with all 5 BDS Business Units and objective perspective of Quality needs for success of those businesses. Integrated Quality team lead for BDS Plant Centric Operations project, streamlining Boeing Defense operations and implementation of a new operation system to achieve step function improvements and savings.

Led BDS Supplier Quality’s East Region, one of 4 Regions providing global supplier oversight for BDS. Provide leadership and management oversight of multiple teams of field quality engineers and specialists focused on domestic eastern U.S. operations from Maine to Mississippi. Responsible for an operating budget of $12 million at 1200 suppliers with procurement dollars in excess of $5 billion annually at peak.Develop and deploy policies, establish and monitor budgets, design effective and efficient organizational structures, and set performance targets negotiated with senior executives. Managed diverse relationships in Integrated Quality, Supplier Management and Program organizations across 5 BDS business units (13 production sites) and BCA SQ management to ensure adequate focus on critical supplier issues, from pre-production through entire product life cycle support. Lead efforts to reallocate SQ resources to focus on high priority/high risk suppliers to help programs achieve success. Acting BDS Region Executive Director (March-August 2010) with full authority for $22M budget and SQ resource expenditures for organization of 120, which at the time included oversight of Eastern U.S. and International operations in Europe, Middle East, and Asia. Volunteered to lead 787 SQ Program recovery team (40+ including 3 first line managers) at Alenia Grottaglie and Foggia, Italy Feb-Sept 2009. Executed rework, re-inspection and acceptance of major fuselage assemblies, managed on-site launch customer visits, a very successful FAA MIDO audit, supply chain improvements, quality improvement plan development, and staffing recommendations for next stage transition back to normal production and subsequent rate increases. Used Program Management Best Practices to help integrate supplier activities, develop operating rhythms, integrated schedules, developed metrics, and reshaped culture to improve an adversarial climate.

Train, develop, coach and mentor a dispersed group of Quality engineers and specialists to engage beyond basic inspection processes and provide value added insight and data analysis to better serve programs. Regional supplier quality engineer for New England suppliers of avionics and hydra-mechanical components. Led several virtual teams to improve supplier performance including SQ resource plan for the F15-K model start-up. Led GMD Program Supplier Quality development efforts at Raytheon’s Sudbury, Andover, and Woburn Massachusetts plants for CDU, UEWR and SBX radars. Successfully developed a working lead systems integrator (LSI) oversight model from broad, conceptual outlines ranging from executive program reviews down to factory floor actions in response to issues, risks, and program needs. Applied Six Sigma techniques to problem RF components in the Sea-Based X-Band (SBX) Radar, which identified prediction errors and avoided >$2M in rework that would have been required downstream.

Transferred to General Electric's Lynn, MA plant to manage the quality assurance requirements of the $530 million F412 engine development program for McDonnell Douglas. Performed quality assurance and oversight functions for Northeast U.S. suppliers to McDonnell Douglas/Boeing. Provide temporary, on-site program management expertise to return critical projects to schedule at Lockheed Martin, Adams-Russell, and M/A-Com while improving quality levels. Sponsored Kaizen events at M/A-Com, decreasing cycle time and improving delivery rates from 40% to 90+% on.

Lead Material & Process Engineer supporting F/A-18 production and technology insertion upgrades, with specialty in landing gear and structural part design and manufacturing. Established design criteria, characterized materials, and acted as NAVAIR liaison for the A-12 aircraft program. Led a concurrent engineering team that designed, developed, and managed the arresting gear and other hydra-mechanical parts on-time/on-budget, utilizing new materials.
