Mr. Spaulding’s current career includes participation both in the area of hydroelectric development (Nelson Energy) and as an independent geotechnical consultant (Spaulding Consultants). Over the past 20 years Nelson has developed and licensed 138 MW of hydroelectric projects. From 1990 to 1995 Mr. Spaulding served as VP at Independent Hydro Developers. In this role he managed the development of the Lorella Pumped Storage project located in Oregon. Voith Hydro and Siemens provided funding for the development of this 1000 MW closed loop project which ended due to uncertainties posed by the deregulation of the California power market in 1994.He is also a geotechnical engineer with Spaulding Consultants, responsible water resource design evaluation and inspection. He has M.S. in geotechnical engineering from Purdue and is a registered Professional Engineer. He has applied USACE risk-informed approaches to the evaluation of safety issues at USACE projects. From 1988 to 2010 Mr. Spaulding provided dam safety training for USACE operations personnel at Corps’ projects. Over the last 20 years, Mr. Spaulding has participated in more than 75 Potential Failure Mode Analysis (PFMA) evaluations of hydroelectric projects. As a facilitator he directed more than 50 PMFA evaluations for embankment dams, concrete gravity structures, and arch dam structures. Mr. Spaulding has served on USACE IEPR review panels dealing with water resource projects. which has provided extensive background in USACE’s Safety Assurance Review (SAR) requirements. He currently serves on two FERC-appointed Boards of Consultants reviewing the design of the 400 MW Gordon Butte and 36MW Lake Livingston projects. He was appointed to the DOE Review panel to evaluate ongoing DOE-sponsored research related to dams and hydroelectric generation. He recently served on a Bu-Rec review panel for the Folsom Dam spillway addition.
