Related areas of responsibility include: development and administration of economic response measures; negotiation and administration of federal-provincial fiscal arrangements; macroeconomic and revenue forecasting in support of the annual Budget process; economic, tax and fiscal analysis and implementation of government policy decisions, and; data collection, analysis and publication of industry, labour and population statistics.

As ADM for Royalties and Benefits, responsibilities included the negotiation, development, and monitoring of offshore petroleum and mining project agreements and legislation; the auditing of project costs and revenues to verify the accuracy of offshore oil royalties paid to the province, and; policy research, industry analysis and strategic advice related to industry growth opportunities, innovation and business development, project economics, industrial benefits and resource management decisions.

This position was responsible for strategy, program development and delivery of an annual R&D budget of $15-20 million and supervision of a group with expertise in business development, commercial and non-commercial program management, project evaluation, and technical areas specific to mineral exploration and development, sensor technologies and Arctic engineering. This division was responsible for supporting over $500 million in business, academic and collaborative R&D projects. Specific accomplishments include: • the development of commercial, non-commercial and collaborative R&D programs, call for proposals and strategic initiatives that have leveraged over $350 million from industry, the Government of Canada and other sources to invest in technical expertise, research and infrastructure;• negotiated a $5 m RDC-Statoil Arctic R&D Step-Up Initiative;• responsible for positioning RDC support for large projects (e.g., $12 million C-CORE LookNorth Centre of Excellence for Commercialization and Research, $14.3 million Hibernia Enhanced Oil Recovery Laboratory, $16.3 million CAE Helicopter Simulation Centre, $16.5 million C-CORE Centre for Arctic Resource Development, $10 million eDNAtec environmental DNA lab, and others);• collaborative work with other government and industry groups to provide support, strategic advice and identify opportunities in priority areas such as clean tech and wind energy innovation; and• R&D facility opportunity identification activities, including feasibility, site selection and identification of potential collaborators and funding partners.

Responsible for providing senior management, other federal departments, Ministers and external stakeholders with strategic policy and program advice specific to major projects, including: the Voisey's Bay nickel-copper-cobalt mine and mineral processing facility, the Lower Churchill River hydroelectric development, and offshore oil and gas. This involved management of external consultants and support staff to provide policy advice, build collaboration relationships, conduct research and analysis, and implement strategic initiatives in support of regional economic development.Work included: providing senior management and the Minister responsible for ACOA with expertise and policy advice on major projects; the evaluation and approval of $35 m Atlantic Innovation Fund (AIF) mining and petroleum R&D projects; ACOA's representative on regional working groups, senior officials interdepartmental committees and industry-led initiatives (e.g., ACOA Energy Working Group, Policy Advisor to the Atlantic Innovation Fund Energy and Environment Sector Team, and ACOA’s representative on the Petroleum Research Atlantic Canada’s Research Advisory Committee, CNLOPB Strategic Environmental Assessment Labrador Shelf Working Group, Argentia Area Chamber of Commerce Hydromet Participation Initiative); and leadership roles in several initiatives (e.g., interdepartmental lead for the $150 million Government of Canada support for Voisey's Bay mine innovation and aboriginal economic development; managed ACOA-IC-NRCan Regional Competitiveness Assessment of Atlantic Canada’s Oil and Gas Industry, managed an industry-government assessment of Natural Gas Market, Technical and Economic Feasibility of CNG, LNG and GTL development options for the J’eanne D’Arc basin, and established a Labrador Gas Research Group and joint-industry-project (JIP) with 10 major oil and gas companies to investigate the risks and development options).

This position was responsible for policy development and program delivery in support of regional economic development in the areas of international trade, investment and the establishment of business networks. Specific responsibilities included: program development, project management and policy research; project evaluation, implementation and monitoring; and analysis of business development initiatives and industry priorities. This included: participation on working groups involved in regional economic development studies and program development (e.g., Management Committee of the Canada/Atlantic Provinces COOPERATION Agreement on International Business Development); management and delivery of strategic initiatives in NL through federal-provincial cooperation agreements (e.g., the Canada/Newfoundland Agreement on Economic Renewal, the Canada/Newfoundland Strategic Investment and Innovation Development Agreement, and Canada/Newfoundland Comprehensive Economic Development Agreement), and; liaison with the private sector and other government departments and agencies in support of trade and investment attraction (e.g., led a marine technology trade mission to the U.S., worked with venture capital companies in the Chicago area to identify investment opportunities in NL companies, and led a business attraction initiative specific to closed FPI fish processing plants in St. Anthony, Charleston and Port Union).

This position was responsible for providing advice to the Board of Directors and policy recommendations to the Premier and Provincial Cabinet of the Government of NL on economic development issues, policies and programs. Areas of responsibility included: attending quarterly Board of Directors meetings as an economic advisor; comprehensive economic research and analysis of the structure and outlook for the NL economy (e.g. input into development of a Strategic Economic Plan for NL); the review and evaluation of federal and provincial government policies and programs in support of economic development (e.g., led an assessment of the Canada - Newfoundland Economic Regional Development Agreement (ERDA) for Cabinet Secretariat); the preparation of research reports, presentations and recommendations for Provincial Cabinet (e,g., industry productivity and competitiveness; the availability of capital; the role of government in international business development; the economics of health care, and; the importance of education and labour market training in economic development); the evaluation of business and resource development proposals; regional consultations with the private sector, business support organizations and community groups; participation on technical working groups, and; liaison with economic research institutions (e.g., Atlantic Provinces Economic Council, the Organization for Economic Cooperation and Development, and the World Economic Forum).

This position was responsible for detailed research and analysis of corporate policy and planning issues relevant to an electric utility's operating environment, including: the development of NLH's long-term electrical demand forecast; survey design, analysis and interpretation; applied econometric modeling and demand/price forecasting; review and assessment of the Newfoundland and Labrador Econometric Model (NALEM); economic research and trend analysis of world oil prices, energy substitution effects, seasonality in the demand for electricity, etc.; publication of a quarterly economic report/newsletter, and; the development and maintenance of a large statistical database.
