Over 30 years’ experience in the electricity utility business including 15 years in supervisory roles managing teams of up to 30 people. Experience includes system operations at a public company, and system operations and wholesale market design at Alberta’s Independent System Operator. Collaborates effectively with both internal work groups and external stakeholders on regulatory issues, and projects related to system access and market rules. Regulatory Affairs – Acquired extensive experience with regulatory proceedings in both Alberta and British Columbia. Helped develop AESO evidence for the British Columbia Transmission Company Open Access Transmission Tariff which resulted in modifications through an annual process. Developed AESO evidence and participated in AESO panels for Albert Utilities Commission (AUC) oral proceedings including Generator Transmission Outage, Long Lead Time, and Transmission Constraints Management rules.Rule Development and Market Design – Worked with industry-wide work groups to develop major market design changes based on government market policy. Implemented a comprehensive package of rule changes to address energy market offers and restatements, price correction mechanisms, and forecasting. Worked closely with market participants to revise the energy market dispatch tolerance rules. After thorough analysis of generator capabilities, a rule that was data supported and well accepted by market participants was implemented without challenge. In response to pool participant complaints, revised operating reserve rules to expand dispatch tolerances. The result was a rule that increased competition through better and broader participation in the operating reserve market.Commercial Services – Directed a group that procured daily operating reserves worth $200 to $360 million annually for the AESO. The group also negotiated ancillary service contracts including must run contracts, blackstart contracts, and load shed services.
