Doug Cupo is a former Senior Systems Engineer/Solutions Architect with TASC and later with Engility's Civil Sector. He has more than 30 years of diverse experience in Government and Industry, specializing in Intelligence, Surveillance, and Reconnaissance sensors, systems and architectures, advanced IT solutions for DOD, IC and Homeland Security customers. Doug most recently served as a Engility Senior Systems Engineer assigned to the Department of Homeland Security (DHS), Domestic Nuclear Detection Office (DNDO), System Engineering Support Program (SESP) where he supported systems integration activities across key radiological-nuclear procurement/acquisition programs, in terms of strategic planning, R&D, technology development, testing, deployment and post-implementations review. Doug was an Engility Associate Technical Fellow and was a Certified Project Management Professional (PMP). He is a recognized DOD/IC/Civil expert in intelligence / ISR program / acquisition management; a proven, dynamic, mission-driven, results-oriented leader with advanced academic training /education and real-world experience. Doug was a prior career Defense Intelligence Agency senior intelligence operations officer and active duty and reserve U.S. Navy intelligence officer / Special Duty Officer (1630); versed in U.S. maritime / national / joint intelligence planning and operations, and management and national, theater and tactical ISR systems. He retired with the rank of Captain, U. S. Navy with multiple, diverse and successful command / staff tours during his prestigious career. Doug has outstanding interpersonal, strategic planning and management skills; he is adept at partnering, negotiating with, and winning confidence and support of senior leaders and peers alike; he is a trusted advisor who gains advocacy / funding for intelligence, ISR, homeland security systems, technologies, programs, especially periods of uncertainty and transformational change.
