Currently serves as Architect and full time technical Project Manager for the ESCC Joint Logistics Analysis Tool project, managing a 12-person distributed development team with a budget over $2M and briefing SES-level clients. Grew project from being solo architect to current staffing level, managing budgets, personnel, subcontractors, and client expectations. Also serves as full time technical Project Manager for the ESCC Defense Acquisition University project, managing a distributed three-person team with a small budget, leveraging this effort to keep at-risk resources billable.For the ESCC Enterprise Safety and Occupational Health project, managed a 20+-person team with a budget just under $3M. This SAP-based engagement involved close coordination with four Army agencies and multiple layers of CSC management. Was also responsible for dealing with subcontractors and vendors on behalf of CSC. On a project for the Army’s Office of the Surgeon General, managed a six-person team with a budget of $1M. Grew this project from being solo architect to being technical PM with six developers. This was a highly-visible MS SharePoint portal for soldiers with traumatic brain injury or post traumatic stress disorder; as such it involved coordinating with four Army agencies and briefing multiple senior officers. Was the full time technical Project Manager for the ESCC AcqBiz ISP project, managing a three-person team with a budget of around $250K. This involved coordination with two Army agencies and multiple client briefings. Also assisted as an ad hoc deputy PM for the ESCC AAIC project, serving as a back up to the PM on a multimillion dollar effort and helping to push the team on to mission success.

U.S. Department of Homeland Security, Verification Immigration System (VIS). As Lead Architect, managed a team of eight developers dealing with a complex system design. As Communications manager for this project, worked closely with Branch- and Division-level client staff to translate business needs into functional system requirements. Also conducted a product selection evaluation to determine the best ad-hoc reporting tool to meet the needs of multiple client elements; this involved interviewing dozens of government users and doing product evaluations of six different vendors.

Also served as project manager leading a cross-organizational team for the Department’s GSA-mandated E-Authentication Pilot initiative, using IBM’s Tivoli products (FIM, TAM, WebSeal) on AIX to integrate a custom application into GSA’s efforts toward the President’s Management Agenda item of Single Sign-On. Coordinated the requirements, building, and management of the initial version of CSC’s EDNet Dashboard, a contractually mandated portal to provide senior Department management with a view into disparate parts of the contact status and the network.

Developed ColdFusion code in support of dynamic requirements for web application. Researched document search technology, leading to recommendation of Verity UltraSeek search engine for use with ERIDS project. Installed, configured, and deployed new COTS search engine. Administered development servers and Internet-accessible ‘demonstration’ servers (Apache on Sun Solaris) to ensure security and reliability.
