Douglas Jasch is an experienced policy professional, working for more than 15 years in policy areas including competition policy (Queensland Rail), state taxation and state budgetary (Queensland Treasury). For the last 7½ years Doug has been the Manager of Policy and Regulation at Queensland Rail. Doug is lead on Queensland Rail’s response to the Queensland Treasury/Queensland Competition Authority review of Queensland Rail’s declared services. Previously, he was a senior member in the Queensland Rail team that developed Australia’s first rail access undertaking. Doug has extensive experience writing public submissions.Doug also has comprehensive experience working in corporate finance at Queensland Rail reviewing major multibillion-dollar infrastructure business cases, working on a Queensland State Budget including input into Budget Papers (Treasury) and managing and interpreting legislation and major contracts. He has strong communication skills, successfully communicating complex issues to a diverse range of internal and external stakeholders, from experts to those with little or no subject matter knowledge, facilitating collaborative relationships and the negotiation of agreed policy positions. Extensive experience in dealing with senior executives and Board members includes successful Cabinet submissions, Ministerial Briefings, Board Papers, information memoranda and presentations. Doug’s Interdepartmental Committee experience includes representing Queensland Treasury on various interdepartmental committees including the SPER Project Management Interdepartmental Committee, the Prisoner Numbers Interdepartmental Committee and the TRIDATA working Group.Doug is a proactive, highly motivated, strategic thinker with a broad understanding of business and practical experience in commercial management and strategy. Doug has influenced strategic and commercial decisions and has consistently demonstrated a commitment to mentoring and developing people.
