Douglas A. McWilliams’ practice encompasses all areas of environmental counseling with an emphasis on air permitting, enforcement and rule development. Douglas has particular experience in the mobile source sector, navigating complex regulatory requirements for engine manufacturers and advising vehicle manufacturers on emission-related risks and mitigation measures. He also helps clients identify and implement creative strategies to meet environmental objectives and legal requirements. Mr. McWilliams has particular experience in marketable permits and emission trading. He also counsels and represents clients in hazardous waste litigation and environmental enforcement cases.Mr. McWilliams’ air experience began with his work as a permit engineer for the Ventura County Air Pollution Control District in southern California where he processed air permit applications and helped develop and implement one of the first rules governing emission reduction credit banking and trading. He now advises clients and state agencies in market-driven strategies for environmental compliance. In addition, Mr. McWilliams assists municipal and industry stakeholders in gaining access to federal and state rule development processes under the Clean Air Act including new source review rules, maximum achievable control technology rules and regional rules governing emission trading and ambient air quality designations.Mr. McWilliams has trial and appellate experience under the Clean Air Act and in the areas of hazardous waste litigation under CERCLA and related state law claims. He also serves as common counsel to PRP organizations and counsels clients on strategies for brownfield disposition and redevelopment.
