Directed 100 gigabit transport network implementation and extended Dublink fiber optic system into the Dublin City Schools District.Led implementation of the 33 Smart Mobility Corridor for testing Connected and Autonomous Vehicles after submitting and winning a US Dept. of Transportation Grant to deploy a 35 mile fiber optic network and wireless vehicle communications infrastructure as part of an intergovernmental team that subsequently formed a Council of Governments.Formed and Formalized the Dublin Digital Experience Lab to push the boundaries of digital experience applications for Dublin residents using Agile experiment and release principles.Established device and data collection grid as part of Smart City initiative with funds successfully acquired through a State Capital Budget request.Created the Dublin Blockchain Group bringing together development experts under City leadership to develop new consortia, partnerships, product, and services based on distributed ledger based technologies.

Leading Richmond's Dept. of Information Technology (DIT), with 100 technicians, consultants, administrators, and professionals in a service delivery oriented organization with budget responsibility of $25MM. DIT serves 40 departments or agencies, including the City Council and the Mayor's Office across the full IT Service Delivery Portfolio. The Department currently supervises the full service Print Shop, as well as a full service Radio Shop that outfits and supports in-vehicle technology for Police, Fire, and other mobile units.Operations include a range of technologies and infrastructure, including Mainframe, Wintel, SQL, Oracle, Oracle e-Business ERP, MS Exchange, Sharepoint, VMWare, Cisco, Xerox, IBM XIV, among others. The Department embraces international standards such as ITIL, CoBIT, PMI as it drives to transform itself for maximum value delivery to our customers.

Directed the procurement of a Comprehensive Assessment and Case Management Solution for the Bureau of Long Term Care and Support Services within ODM. The solution supports Case Management Service Provider contracts across four regional divisions in the State of Ohio. Supported the "Front Door Working Group" in designing common service provider business processes across four State of Ohio Agencies (Dept. of Aging, Dept of Mental Health and Addiction Services, Dept. of Developmental Disabilities, Dept. of Medicaid) through a LeanOhio Kaizen exercise. Led the IT Sub-Committee for the Federal Balancing Incentives Program (BIP) grant the State of Ohio won, along "Money Follows the Person" (MFP), Nursing Facility Diversion priorities.

Project Management of Enterprise level IT projects within the Delivery Services Business.• Managed the reduction of virtual firewalls within the Web Hosting environment enterprise wide resulting in the reduction of 156 firewalls to 113, a 69% reduction in rules, and elements, and the logical movement of 3400 servers in 8 months.• Managed the enterprise implementation of the Sailpoint Identity IQ Entitlements Reporting product across high and medium risk corporate applications, resolving multiple audit and regulatory risks including external auditors and government regulators at a significant reduction of information and privacy risk to the enterprise.

Led 48 staff and 5 managers across all IT disciplines within a revenue producing State agency with an adjudicatory mission and 500+ employees dispersed around the State of Ohio. Aligned technical services along a value chain, including Applications, Infrastructure, Support, Facilities, Video Conferencing, and Telecommunications, with $12.5M budget responsibility.• Championed Agile/Scrum, Server Virtualization, IP Telephony, and Video Conferencing projects in support of significant operational savings.• Established new leadership across critical administrative competencies, including budget development, strategic planning, policy development, change management, technology roadmapping, and new technology introductions.• Established or intensified relationships and team initiatives within agency Deputy Director level senior leadership around new policy, agency strategy formulation, and senior management committees.

• Managed and coached a team of technicians, including Network Administrators, and Information Technology Consultants.• Directed network operations, security, and access control for eight operating divisions and one administrative division in the areas of email, faxing, Internet access, conferencing, and desktop application support.• Established Infrastructure, Design, Security, and Policy Group (IDSP), responsible for security policies, practices, and quality processes and the introduction of ITIL Service Design practices into the Agency environment.• Contributed to the State-wide Data Protection Sub-Committee in the areas of endpoint data encryption, data loss prevention, and endpoint computing device security.• Managed a server virtualization project that collapsed commodity servers by 75%, contributing to the State Government Green Initiative, increasing manageability and capacity, saving money, and reducing the need for additional staff.• Streamlined remote communications among field staff by deploying Blackberries with tethering capability and retiring dozen of pagers, cell phones, dial-up connections, and internet service contracts.

Assisted in establishing a PMO in a 4500+ employee agency with an IT department of 125+ with operating divisions ranging from the Highway Patrol to the Bureau of Motor Vehicles. Led projects and initiatives introducing processes, methodologies, support technologies, and platforms to deliver or salvage mission critical software, hardware, storage, and infrastructure.• Managed Enterprise Software implementations including EMC Networker, and EMC SMARTS.• Directed the implementation of an Enterprise Project Management Information System (CA Clarity) from product evaluation to organizational rollout, eliminating the need for six redundant information systems, while establishing new engagement processes and financial controls.• Chaired the Enterprise Data Collaboration workgroup of the Multi-Agency CIO Advisory Committee for the State of Ohio. Led the department on the Acquisition Process Realignment Committee.
