In my EMS legal practice, I represent public, private and nonprofit clients in EMS and the ambulance industry throughout the United States, as well as EMS RCM firms, trade associations, technology companies, PE firms, and others who serve or invest in the EMS industry. I provide a wide range of legal and consulting advice, primarily in the areas of liability, compliance, EMS system design and performance, and other areas. I also provide wide-ranging educational content to EMS practitioners and leaders, as well as ambulance service administrative and support staff, on EMS medicolegal documentation issues, EMS operational liability and leadership, and have been a keynote speaker at EMS conferences and events throughout the United States.

My work as an EMS/Mobile Healthcare Consultant encompasses a wide range of issues, including EMS system design, alternative delivery models, EMS telehealth implementation, EMS system assessment and optimization. A particular focus that I bring to consulting engagements is the sustainability of EMS systems, both in terms of economics and human capital, and I bring a holistic perspective to all factors that can impact the sustainability, including deployment, hospital offload times, non-transport determinations, utilization of alternative transport destinations, and other factors.

I teach Health Law to upper-level law students and serve on the law school's Board of Advisors.

I was formerly an attorney with Duane Morris (then known as Duane Morris & Heckscher) in the Litigation and Health Care departments.

Worked with states providing technical assistance on trauma care and EMS planning and systems development.

Participated in drafting comprehensive revisions to the Commonwealth's EMS regulations. Authored the statewide continuing education pilot program. Developed a statewide EMS legislative affairs network. Planned and coordinated Pennsylvania's annual statewide EMS conference. Conducted research on paramedic attitudes toward continuing education and certification, and a highway safety assessment of EMS resources along several high risk highways of the Commonwealth.

Responsible for overall administration of a three county regional EMS system; hiring and supervising all professional and instructional staff; preparing budgets and executing subcontracts. Managed EMT and First Responder training programs and served as frequent instructor. Conducted ambulance service certification and licensure inspections. Formed a regional EMS advisory body; initiated a DUI prevention program; developed a regional quality assurance program.

Responsible for maintaining all EMS training and education programs, teaching, conducting ambulance service inspections and writing plans and grants for the county's first advanced life support unit.

Worked as an EMT for the University's full-time ambulance service.
