The "Hound" got management's attention when it was credited with bringing in so much extra income just as the State of Arizona descended into a recession in 2002 causing most counties in Arizona to do massive layoffs. Pinal County dodged that bullet due to, in large part, to the "Hound". The "Hound" was born after Doyle, then not yet my boss, gave a seminar to department heads and senior professional staff where he highlighted that fact that Pinal County was a series of disconnected "Silos" with no data-sharing. Immediately, Steve Frazier and I brainstormed on how we might affect some integration. A surprise benefit was that we discovered a huge source of lost income due to that lack of integration. When we completed this project we had to overcome a few obstacles: big thanks to Richard Hunsaker of Building and Safety. Also a critical assist came from, now former County Manager, Terry Doolittle who gave the project the muscle necessary to overcome a political obstacle.
