Organized and led a team of computer and data management engineers that developed a Remedy enterprise resource planning (ERP) system on a SQL database for a Configuration Management and Integrated Logistics Support contract for a Taiwan nationwide command and control system based on a Link-16-like tactical datalink system. Remedy is a highly complex, relational database application that provides a comprehensive system for tracking trouble tickets, engineering change requests, asset management, software configuration, and documentation. Closely coordinated with the customer to identify use cases and ensure all requirements were met or exceeded. Researched and identified qualified specialty engineering firms, wrote statements of work (SOW), and coordinated funding and subcontracts to create the teams. Used project management and presentation software tools to monitor and report status, including task and resource planning and projections.

Program Manager for a $20M project that was part of a $1.4B Foreign Military Sales program designing and implementing the Taiwan national command and control system. Led teams in Systems Engineering, requirements definition, Test and Evaluation, Program Management, Integrated Logistics Support (ILS), training, maintenance, repairs, Configuration and Data Management (CM/DM), Integrated Digital Environment (IDE), Risk, Metrics, EVMS, and Integrated Product Teams (IPTs). Supervised the installation of Link-16 systems on four Taiwan Navy destroyers, controlling resources and schedule, briefing status to the Admiral and staff, ensuring the installations were completed on time or ahead of schedule. Led a team of trainers onboard the ships during the transit to Taiwan to conduct operational training.

As business development lead in San Diego, utilized intimate knowledge of the concerns and requirements of the waterfront maintenance community to coordinate with the various stakeholders to initiate a Lean review process with Supervisor of Shipbuilding and the Regional Maintenance offices.

Monitored and reported status of the Test and Evaluation phases on aircraft carrier C4ISR systems fielded by SPAWAR and SPAWAR Systems Center for CVN-76, including the Test and Integration Facility (TIF) in Charleston, SC, and after installation in Newport News, VA. Knowledgeable of the many systems (NAVSSI, GCCS-M, CDLMS, CDL, Link-16, Link-11, EHF, SHF, ADNS and CHBDLS) fielded by SPAWAR, and familiar with the organizational structures of these commands. Led an IR&D project for an active interface that allowed information to be retrieved and injected from the MIL-STD-1553 bus of a Link-16 communications system, allowing Link-16 Situational Awareness over Internet Protocol. Progress included a scheduled ship to shore demonstration before resources were reallocated.

Twenty years of leadership and supervision on Nuclear Propulsion and Combat Systems. As a nuclear operating engineer, excellent understanding of the systems and procedures resulted in selection as the supervisor chosen to conduct the most demanding evolutions during complex overhauls and repairs to the nuclear systems. As a full commander and senior supervisor, assigned as the senior nuclear engineer to the Assistant Chief of Staff (Material) on the Commander, Naval Air Forces staff. Regularly interfaced with the Director of Naval Reactors office concerning fleet engineering policies and procedures, including a complete revision of the steam plant operational procedures. Assisted the Mobile Training Team during fleet material and operational readiness exercises. Combat Systems experience includes command and control, data link systems, and missile and gunnery systems. Participated in live firing exercises of every system extant at the time, including the planning and coordination phases.
