He was instrumental in the initial stand up of the JCCC, designed, installed, and configured the computer, VTC equipment, and switching cabinet for the operations center. He Set up and operated the Joint Incident Site Communications Capability (JISCC), which provided satellite reach back, VTC, WIFI, Radio Interoperability, COMSEC, laptop, and cellular capabilities. Deployed during emergencies in aid to first responders. JISCC was the primary communications between local Commanders and JCCC. SSG Dolinger utilized the following systems and applications: joint Communications-Electronics Operating Instruction (JCEOI), Joint C4 Coordination Center (JCCC), Joint Incident Site Communications Capability (JISCC), Joint Information Exchange Environment (JIEE), Joint Enabling Team (JET), Joint incident Communications Flyaway Team (JICF), Dynamic Synchronization Event log (DSEL), Defense Connect Online (DCO), Homeland Security Information Network (HISN), AKO & GKO SharePoint, and Jabber Chat.
