responsibility is to support and maintain computer software/hardware for the PEO-IEWS users at APG. He establishes and implements PC policies, procedures and standards, and ensures their conformance with information systems goals and procedures. Mr. Dolinger provided leadership in the effective use of internal data processing, automated office systems and data communications, and also managed LAN services. He was responsible for working in a team based environment to support the Army from an Enhanced Baseline Support perspective. He provided a lot of in-person support, so customer service skills were essential. His support services included, but were not limited to, imaging machines using tools like SCCM or GHOST, documenting and helping with printer and network connectivity issues, performing break/fix diagnostics and providing all around basic troubleshooting of hardware, COTS, GOTS and MS products.

Dolinger’s primary duties were Information Management Officer (IMO), Telephone Control Officer (TCO), Property Book NCO. As an IMO he was responsible for new user account set up, Telecommuting/VPN, LAN configuration, switch port turn ups, and video teleconferencing. As a TCO he was responsible for adds, moves, and changes of telephones, voice mail setup, and client telephone issues. As a Property Book NCO he managed the inventory of sensitive equipment, life cycle replacement of laptops, printers, and multi-function devices. SFC Dolinger utilized the following systems and applications: Green Force Tracker (GFT) or IBM Sametime, and Defense Connect Online (DCO).

Kandahar, Afghanistan

As a Communications Security Custodian (NCOIC) with 198th Expeditionary Signal Battalion, US Army, (April 2013 – April 2014), Sergeant First Class Dolinger’s primary duties was Non-Commissioned Officer in Charge of the Regional South Command COMSEC Facility in Kandahar, Afghanistan. He was responsible for over 5000 line items of COMSEC. This involved the control, distribution, monitoring the use of, and destruction by users. SFC Dolinger also managed the NATO COMSEC account of an additional 1000 line items, combined this made the Army’s largest COMSEC Account. He assisted with daily load of radios and network devices for secure communications, as the subject matter expert. He performed firmware upgrades to COMSEC equipment in outlying Forward Operating Bases (FOB). He utilized the following system and applications: NIPRNET, SIPRNET, Joint Worldwide Intelligence Communications System (JWICS), Blue Force Tracker (BFT), and Local COMSEC Management Software (LCMS).

As a Information Systems Staff NCO with 198th Expeditionary Signal Battalion, Delaware Army National Guard, (October 2010 – March 2013), Sergeant First Class Dolinger’s primary duties were to install and operate network servers, multi-function and multi-user information processing systems, peripheral equipment and associated devices in mobile and fixed facilities. He performed analysis, information assurance, system administrator, and LAN management functions. He conducted data system studies and prepared documentation and specifications for proposals. SFC Dolinger completed the Warfighter Information Network-Tactical (WIN-T) configuration, operator, and maintainer course for the Network Operational Package (Net-Ops), this consisted of CISCO Basic and Advanced Routing, and CISCO Call Manager. SFC Dolinger was assigned as the NCOIC of the Army Force Generation (ARFORGEN) Training to prepare the Battalion for deployment. He utilized the following systems and applications: PEO-C3T Warfighter Information Network-Tactical (WIN-T), Network Operational Package (Net-Ops), Joint Network Node (JNN), Satellite Transportable Terminal (STT).

Started as Cavalier Telephone, bought by Paetec, bought by Windstream Communications. Dolinger’s primary duties were monitor data networks and voice circuits. He worked with technicians in the field nationally with 24 hours support and maintenance windows. He analyzed problems, performed troubleshooting, communicated with site technicians and other NOC’s, and tracked problems through resolution, cut fiber, power outages, and national disasters. He utilized the following systems and applications: Lucent 5E Switch, Nortel DMS 500 Switch, Cisco 5500, 2900, and 1900 switches.

As a CBRNE Consequence Management Response Force (CCMRF) with Army National Guard, (October 2009 – September 2010), Staff Sergeant Dolinger’s primary duties were to configure and operate the Brigade Subscriber Node for the critical tactical and operational communications, providing integrated voice/data/video switching, and network monitoring. He provided Network Management Client/Server administration, management of WAN, LAN, and digital network backbone capabilities. SSG Dolinger utilized the following systems and applications: Brigade Subscriber Node and Command Post of the Future (CPOF). As a Current Operating Picture/Situational Awareness Manager with National Guard Bureau, Joint C4 Coordination Center (JCCC), (June 2006 – September 2009), Staff Sergeant Dolinger’s primary duties were to keep both our command and the commanders of the affected areas informed on status of equipment, personnel, and hazardous situations. He was instrumental in the initial stand up of the JCCC, designed, installed, and configured the computer, VTC equipment, and switching cabinet for the operations center. He Set up and operated the Joint Incident Site Communications Capability (JISCC), which provided satellite reach back, VTC, WIFI, Radio Interoperability, COMSEC, laptop, and cellular capabilities. Deployed during emergencies in aid to first responders. JISCC was the primary communications between local Commanders and JCCC. SSG Dolinger utilized the following systems and applications: joint Communications-Electronics Operating Instruction (JCEOI), Joint C4 Coordination Center (JCCC), Joint Incident Site Communications Capability (JISCC), Joint Information Exchange Environment (JIEE), Joint Enabling Team (JET), Joint incident Communications Flyaway Team (JICF), Dynamic Synchronization Event log (DSEL), Defense Connect Online (DCO), Homeland Security Information Network (HISN), AKO & GKO SharePoint, and Jabber Chat.

As a Joint Operations Center Sergeant with Joint Force Head Quarters, Delaware Army National Guard, (November 2004 – March 2006), Sergeant Dolinger’s primary duties were to maintain situational awareness support, maintain communication via voice/data/video/radio at all times. He provided critical situational awareness for the State level National Guard Command and as well as the State of Delaware Governor’s office. SGT Dolinger supported Katrina and Rita hurricanes contingents from Delaware. As a Sergeant with 198th Integrated Theater Signal Battalion, (May 2002 – January 2004), Sergeant Dolinger’s primary duties were to provide general operations, communications, and security forces CONUS/OCONUS support while deployed for Operation Noble Eagle.

J.P. Morganchase, Newark, De

Dolinger’s primary duties were to support J.P. MorganChase Center (MCC) Newark, DE with data center build out, 24/7 support, install cabinets, racks, CSU’s, DSU’s, routers, switches, hubs, Dmarc extensions, fiber, wiring, and cabling. He performed point to point labeling, documentation, and documenting of vendor circuits. Mr. Dolinger performed add, moves, and changes to network equipment and J.P. MorganChase personnel. He also support J.P. MorganChase 911 recovery effort both local and New York.

Radioman, Radio, COMSEC, Radioman Second Class Dolinger’s primary duties were radio, data communications, COMSEC, Radio Supervisor, and Top Secret Material Leading Petty Officer. He performed 12 Submarine Duty deployments.
