About Angela Irvine-Baker, Ph.D.

I have more than 25 years of experience in education and criminal justice policy. After completing my Ph.D., I spent ten years founding Ceres Policy Research, a program evaluation and research business. From 2011-2017, I served four years as the director of criminal justice research for the National Council on Crime and Delinquency (now Evident Change) and two years as Vice President at Impact Justice, a national research and innovation center focused on criminal justice reform. I have most recently reopened Ceres Policy Research in order to return to intensive community-based research and capacity building. Raised in Santa Cruz County, CA, I earned my BA from UC Berkeley in 1988, my secondary teaching credential from St. Mary’s College of California in 1989, and my PhD in Sociology from Northwestern University in 2002 while simultaneously serving as a National Science Fellow (NSF) in public policy and program evaluation.

    As the Director of Research in the Oakland office of NCCD, I oversaw a range of projects including a study of how stakeholders explain the deincarceration of youth over the past ten years; a study of which pathways lead lesbian, gay, bisexual, questioning, gender nonconforming, and transgender (LGBQ/GNCT) youth into the juvenile justice system; and a study of whether the adoption of risk assessments can reduce disparities for women and Latinos in an adult probation system.
