Dr CK Mathew, presently Visiting Professor, Azim Premji University, is a retired IAS officer of the 1977 batch, who held the post of Chief Secretary to the Government of Rajasthan for two years in 2012 and 2013. He has wide experience in governance and public policy, having held several important assignments under the Government of Rajasthan, such as District Collector, Commissioner of the Commercial Taxes Department, Secretary/ Principal Secretary of Departments including Mining, Energy, Irrigation, Education, Information Technology, Disaster Management. He has also had long association with the Finance Department over seven years in various capacities including that of Additional Chief Secretary, Finance for about three years. He has also held the post of Principal Secretary to the Chief Minister for five years (1998-2003). Post retirement, he was Special Rapporteur for the Southern states in the National Human Rights Commission. He held the post of Senior Fellow in the Public Affairs Centre, Bangalore where he was the principal author in three annual reports (2016-2018) known as the Public Affairs Index on the quality of governance in the states of India. Besides, he has also edited a book of Essays written by former Chief Secretaries, known as 'In the Rear View Mirror.'He is Member on the Working Committee of the Malankara Orthodox Syrian Church and on the National Board of the Bharat Sevak Samaj. Furthermore, he is on the Managing Committee of 6 Delhi Public School in Karnataka and Rajasthan. He is also on the Board of Directors of an international education foundation known as Educate Girls Globally.An author of four books and an avid blogger, he has been awarded the Ph. D in English Literature. His doctorate is on the subject of "Circumference and beyond: symbolism in the selected poems of Emily Dickinson". His most recent book on the "Historical Evolution of the District Officer" has been published by the Azim Premji University.
