Implementing action and strategic interventions in the field of sustainable development and environment

Manage the Secretariat of the Convention and support 169 Parties in their mission for wise use of all wetlands and conservation of the 2200 internationally important wetlands, called Ramsar Sites• Manage the preparation of new Ramsar Strategic Plan (2016-2024) with a vision to prevent, stop and reverse the loss and degradation of wetlands • Organize preparation of 12th Conference of the Parties in Uruguay, June 2015 with 16 resolutions approved in a major event of 1000+ participants and 170 Countries.• Propose new vision of wetlands as source of sustainable development and communicate on high value and importance of wetlands for supply of water, transport, livelihoods, food, recreation, disaster risk reduction and climate change mitigation & adaptation• Collaborate actively and successfully with six International Organization Partners and other partners in conventions, international organizations, NGOs, scientific bodies, private sector and civil society• Increase involvement of private sector partners (e.g. Danone, evian, Star Alliance) in the work of the convention to mutual benefit and cooperate on joint projects to promote water and wetlands• Develop budget and work plan for approval and execute plans with 24 staff and consultants and oversee process and papers for annual Standing Committee meetings with all interests represented • Ensure inclusion of wetlands within the Sustainable Development Goals (SDGs);• Oversee development of image and tools for communication to target audiences to increase awareness and pass out the message of massive loss of wetlands over last forty years• Increase awareness of public, especially youth, by use of messaging and social media, new youth photo competition and annual World Wetlands Day events• Build alliance with UNCCD to work on global programme for dry land and wetland restoration to deliver a full suite of ecosystem services on degraded land

• Manage projects in portfolio of US$450M+ across the 33 countries of Latin America and Caribbean region for UNDP• Oversee projects in Biodiversity, Climate Change Mitigation, Adaptation, land management , International Waters, REDD+ and Chemicals • Oversee preparation of $100M+ in new projects annually• Manage regional team of 60+ consultants and build up integrated team of environment specialists • Manage, train and support 50 staff in UNDP regional and country offices and 110+ Project managers to build up effective policy and project work and impact• Oversight of project preparation developed in response to country needs and priorities. Major part of the funding derives from GEF with other sources including bilateral and multilateral funds, banks, REDD, Montreal Protocol, Adaptation Fund, LDCF, SCCF, ICI, etc. • Lead publication and launch of three major strategic reports on Biodiversity and Ecosystems to cover economic valuation of countries' biodiversity and mainstreaming in development plans. • Use strategic reports to seek and obtain funding from new donors (EC, Moore Foundation, AusAid, etc.) • Manage preparation for Rio + 20 and ensure full participation of countries and colleagues in process and ensure positive outcomes for UNDP• Work to increase human and financial resources for Caribbean region ($8M) and bring in new donors under AOSIS, in alliance with SIDSDOCK, USAID, etc.• Work with Inter American Development Bank, ECLAC, World Bank, UNEP, IFAD, and other UN agencies and donors to develop shared understanding of support provided and seek more balanced coverage• Work developed on commodity supply chains, including key crops such as pineapple, soya, cocoa, coffee, cattle etc in order to make shift in agricultural production

• Lead the GEF Operations team and ensure project approvals and disbursements of US$750 M per year to recipient countries on projects approved by GEF Council and CEO;• Manage first Public Private Partnership initiative with the GEF Earth Fund (US $50m) in collaboration with IFC;• Maintain productive relationships with ten GEF Agencies from the UN and Multilateral Development Bank systems, the World Bank Trustee and the GEF Evaluation Office to ensure efficient management of all aspects of the project cycle;• Oversee the successful $4.5 billion replenishment for 2010 – 2014 and handle preparation of policy papers for the GEF Council, including production of a dozen papers per meeting;• Manage operational programmes and develop and implement better systems for project and programme management, with new results-based management system;• Oversight and management of set up for the Secretariat of the Adaptation Fund. Prepared Adaptation Fund Board papers for the first and succeeding meetings;• Handle financial transactions for corporate budget (US$13 M) and control project approval process across five focal areas, while ensuring full reporting back to donors and public;• Oversaw introduction of new web-based system -PMIS- for processing and storing all GEF project data with 6,000+ projects made available in real time to GEF from January 2009;

• Led process of developing new Strategy for UNEP and played central role in negotiation of new Biosafety strategy in UNEP and GEF• Prepared and presented projects to GEF Council for over $45M and work with all parties to ensure successful passage of bids during five years• Manage the UNEP-GEF Biosafety Unit with 22 UNEP staff and over 120 national project coordinators in over 130 developing countries with a GEF budget of over 60M US$ • Prepared 19 Medium Sized Projects and 5 Full Sized projects for countries and regions to assist countries with future interventions planned for a further 50M US$• Help countries set up national systems to reduce risks to the environment and human health from development and trade in Genetically Modified Organisms (GMOs)• Manage a team of 12 Task Managers to help counties to develop and implement National Biosafety Frameworks, and assist them in establishing IT systems and information exchange.• Provide high-level technical advice and support to countries with toolkits, websites, publications, online support and country visits. All documents available on website• Manage a highly political and contentious issue, which is of significant financial and political interest to the Biotechnology industry, NGOs and most governments • Manage external relations and ensure participation from all stakeholders. Professional networks and cooperation built up between countries and subregional organizations to helped to manage biosafety issues e.g. SPREP, CARICOM, ECOWAS, SADC, ASEAN• Help to build inter-ministerial coordination and consensus by increasing policy debate• Ensure increasing levels of consultation on preparation of policy, laws, guidelines, etc and public involvement in decision-making.• Independent evaluations of our work in Biosafety found UNEP to be providing neutral advice and consistently high quality support and materials for countries

• Built up portfolio in RBEC to a pipeline of over 200 M US$ of fundable projects in Biodiversity and International Waters - 24 projects now approved as of 2012 • Managed 45M US$ in approved projects across the 29 countries of RBEC region • Assisted in practical development of the Conventions for the Caspian Sea, Black Sea and Danube River, as well as new projects on Rivers Dneiper, Kura, Tisza and Volga• Worked with World Bank, UNEP, EBRD, EC, other UN agencies, funders and NGOs to develop high quality proposals for GEF funding with significant co-financing• Managed team of 10 GEF staff and consultants in field and supported work of UNDP country offices through design and execution of first training programmes for field staff• Developed capacity of Governments, NGOs, institutions and individuals to develop and manage projects through information exchange and country dialogue initiative • Ensured full stakeholder involvement in project development and implementation.

• Managed 15 M US$ UK ODA project on: "Planning and Environmental Management of APA Litoral Norte, Salvador, Bahia, Brazil. • Developed project documents for bid, managed the relationships with DFID while working under a partnership of WS Atkins and Natural Resources International. • Led multi-disciplinary team of international and local consultants to collaborate with 4 government agencies and 5 municipalities that was tasked to manage a 100 km area of protected coastline • Support and training provided to produce more efficient and equitable management of coastal area being developed for sustainable tourism • Development projects analyzed and guidelines written for mitigation of negative impacts • Biodiversity Action Plan and Land Use Plans produced for urban areas, Mata Atlantica and beach resorts • Poverty reduction and livelihood improvement schemes prepared with stimulation of new enterprises

• Promoted science with program of collaboration between Mexican and British scientists and oversaw a scholarship programme for young scholars.• Prepared and implemented project proposal for “Chimalapas Campesino Biosphere Reserve” with WWF for funding by DFID (8M US D). • Initiated and managed project proposals for funding by DFID (20M USD) in Manantlan, Quintana Roo and Chiapas• Collaborated and achieved co-financing for projects with WWF and European Union of 1M Euros for 3 “Integrated Community Development Projects” in Oaxaca.• Won and implemented a contract for 5M US$ with World Bank to introduce competency based training to Mexico.• Trained team of four Mexican project managers to prepare and assess new proposals, and then manage and monitor projects.

• Managed the scientific institutional strengthening programme across the six former republics including management of a scholarship programme, training courses, interchange of scientists and direct funding of scientific projects. • Built up new relationships and professional collaboration between UK and FRY scientists• Prepared and negotiated the International Cooperation Agreement between UK and the former Yugoslavia.• Helped to develop the first European Union funded projects in science and achieved successful applications for EU programmes, for SCT and TEMPUS. • Managed movement of resources from different republics as civil war erupted and supported the newly developing countries.
