Grant Devine, a farmer, teacher, and agricultural economist, earned a PhD. in agricultural economics at Ohio State University in 1976, then joined the faculty of the University of Saskatchewan, where he taught agricultural marketing and consumer economics.Devine was drawn to politics at a time when the fortunes of the Saskatchewan Progressive Conservative Party were rising. Devine, 11th premiere of Saskatchewan from 1982 to 1991, sought to undo the legacy of CCF/NDP socialism in Saskatchewan and build a pro-business, entrepreneurial culture. His government introduced an interest rate protection program for Saskatchewan homeowners and farms when interest rates were more than 20 percent. His administration melded free enterprise and compassion that benefited all, carrying out a massive privatization program, helping business, with an eye toward making money that ended up helping via reforms to the welfare program. He spearheaded a nuclear energy research agreement, bringing the Atomic Energy Corporation of Canada to Saskatoon, relocated the Crown Life Insurance Company from Toronto to Regina and negotiated a twinning agreement with the province of Jilin, China. Devine, an honorary chief, also led negotiations between First Nations leaders, rural and urban municipalities and the federal government that changed the formula for settling and honoring historic treaty obligations.Under his leadership, the province built Canada’s first two heavy oil upgraders, Saskatchewan’s first paper mill, the first nitrogen fertilizer plant in Saskatchewan, and a Japanese-Saskatchewan electric turbine manufacturing facility. He also led the implementation of a province-wide natural gas distribution system and power and water projects like the Rafferty and Alameda dams. He was a strong proponent of NAFTA.Since 1976, Devine has been President of GD Farms and Consulting LTD. He owns and operates a 5,000-acre farm and ranch operation in Pelican Lake, Saskatchewan.
