About Dr. Joseph Banda

Dr. Joseph Banda, a Zambian physician, is a proven leader with over 20 years experience in service delivery, advocacy, and leading, managing and implementing large-scale donor-funded integrated health projects in Zambia. Dr. Banda specializes in providing technical leadership to tuberculosis and HIV/AIDS programs and has over 18 years’ experience supporting district and national TB programs in Zambia. Currently he is the Jhpiego Project Director for the DOD-funded Strengthening HIV/AIDS Clinical Prevention in the Zambian Defense Forces (ZDF). He provides leadership in capacity building and mentorship of providers at military sites. He has worked with senior ZDF officers to organize and plan program implementation, trainings and mentorship and helped establish links between ZDF and technical working groups of the MOH and NAC. Under his leadership the scope of work has increased to respond to the specific needs of the three wings of the Zambian military. Dr. Banda successfully transitioned the project from its focus on training to provision of quality client-based HIV/AIDS services. Working with a team of professionals, he increased the number of sites providing PMTCT and ART services. He led ZDF sites to successfully implement a performance quality improvement system (SBM-R) at Jhpiego supported ZDF sites. Previously Executive Director for Zambia AIDS Related Tuberculosis Project (ZAMBART), Dr. Banda provided overall technical leadership on two DFID-funded programs and one EU-funded program and helped the organization to expand from a workforce of 14 members of staff to over 180 staff at within two(2) years. Prior to joining ZAMBART, Dr. Banda was District Director of Health in Monze district where he led implementation of health programs under the Ministry of Health. He led Monze District Heath Management Team to implement DOTS system for TB which was later taken to scale and adopted by the Ministry of Health as a strategy to treat TB patients in Zambia.

During my time at ZAMBART, I served as project lead for the DFID funded project TARGETS – an international consortium funded by DFID for infectious diseases TB and malaria was liaison between ZAMBART and London School of Hygiene and Tropical Medicine (LSHTM) and also led the operational research on STAMPP – Strengthening TB, AIDS and Malaria prevention programme (EU funded) on the training and use of TB microscopists to improve TB case finding. I was part of another international consortium - Evidence For Action (EFA) funded by DFID that supported HIV research. As Executive Director for ZAMBART, in collaboration with senior management team, Dr. Banda led the expansion of ZAMBART research team from a strength of 14 members of staff to over 180 members of staff in two years, establishing management systems to support the large number of staff operating at field offices in five (5) provinces.
