As a past board member for USA Table Tennis I am seeking to identify, develop and nurture corporate alliances and partnerships to help bolster the viability and excellence of American athletes to excel in the Olympic sport of Table Tennis.Specifically seeking investors to build a national training center for table tennis elite athletes and developing athletes. As such, a large space ~30-40,000 ft2 including areas for offices, resident living quarters for international athletes and dignitaries, coaching staff, library and film room. To achieve such a goal we need approximately 5-7 million to build a facility or, possibly, a pro-bono long term lease of an existing facility. This is an opportunity to not only make a difference, but also to create a legacy for many generations to come. This job constituted pursuance of a lifetime dream and passion related to establishing a nationally recognized training center of excellence for an Olympic sport.As a past-member of the USATT Board of Directors as well as past Chairman of the Board for USA Table Tennis – the Olympic governing body of the sport in the USA – Dr. Babuin used his skills, contacts, and expertise to design and launch this nationally acclaimed center and see it progressing on a profitable pathway for long term sustainability. At this time, the challenge has been met, the center has been set-up properly and is running smoothly on a sustainable track for profitability. In this position (above) Dr. Babuin was responsible for development of programs and activities which generate revenue and activity for the training center. This included developing and executing five leagues/week, monthly tournaments, special events, membership for the general public, and many varieties of corporate events. He also was responsible for developing an approach to ensure the long term success of the center. In the brief time that the center has been open several amazing things transpired due to his initiatives including International visits by the Chinese National Table Tennis team, visits by top Pakistani athletes, and many other international dignitaries. Under Mike’s direction the Center hosted an International Table Tennis Federation ‘Level 1’ Coaching course for its coaches that was not only profitable, but invaluable towards furthering the education and credibility of the centers coaching staff. Finally, Dr. Babuin was able to negotiate an arrangement with the US Table Tennis Hall of Fame (HoF) to bring ‘the Hall’ to the center as a long-term fixture for the entire United States.

Responsible for permitting of capital projects related to roadway, utility infrastructure, and property acquisition. Typical projects included road widenings and water or sewer line projects which had impacts to riparian buffers, isolated wetlands, and stream channel impacts. These projects all required mitigation through the North Carolina Ecosystem Enhancement Program (NCEEP). Specific projects included environmental studies (audits) for properties acquired, as well as assessment of sites that required Phase 2 levels of investigation. Additionally, many projects required impacts to an adjacent stream so an internal stream mitigation ‘banking’ system was developed to manage the impacts from capital projects as applied to restoration of denuded and impacted stream reaches within several watersheds that compose the Town of Cary. As such, Mr. Babuin has extensive knowledge of stream restoration technology, including conducting public meetings, meeting with concerned citizens, and minimizing flood impacts in active floodplains adjacent to homeowner properties. A separate (major) responsibility included management, tracking, and oversight of the Best Management Practice (BMP) program within the Town of Cary. The Town has well over 1,000 BMP devices and Mr. Babuin was responsible for ensuring that each one remained within compliance of the North Carolina Division of Water Resources (DWR) (formerly the Division of Water Quality). Specific BMP devices that Mr. Babuin is intimately familiar with regard to design and functionality include bioretention areas; wet ponds, dry ponds, constructed wetlands; underground storage devices (USD’s); sand filters, level spreaders; grass swales; and bio-retention areas. All of these BMP’s required ongoing maintenance and interaction with BMP owners or agents which typically were HOA’s, commercial property management companies, and members of the development community.

This entailed detailed and meticulous note taking, record keeping, and, coordination/communication with members of the project team, management team, and client. Upon completion of the project, was responsible for gathering and performing client satisfaction surveys to assess the performance of the project and the satisfaction level of the client.
