At the national level agricultural reform, land use policy, regulation and environmental-management regimes can all facilitate or hinder smallholder farmers’ attempts to take advantage of the productivity gains emerging from research for development. Also the changing global trade and associated impacts on national policy settings add another policy dimension and the program helps in understanding these interactions. ADP program operates both stand-alone projects and supports discipline-based projects across the ACIAR research programs. A key component of both stand-alone and support components to projects across other disciplines is understanding how policies can influence adoption and further the outcomes of technical research. Priority research areas are: macroeconomic management and economic governance; public expenditure providing basic institutional and infrastructure capacities; environmental management; markets and trade; regulations; property rights; taxation regimes and subsidies; land use policy; food security and food safety policy and climate change policy. In addition to helping about 100 ACIAR biophysical focussed research projects, as an RPM of the policy program I have built about 20 economics, policy and institutions focussed projects and their teams in about 12 countries in Asia and the Pacific. Along with the research teams I present findings of innovative but plausible policy options and help in policy formulation and contribute regularly to submissions and reviews including annual reports and internal committees and in the mentoring of staff. In addition I monitor, review including engaging/contracting external reviewers and evaluate the projects’ performance and approve payments. -
