As a CompTIA Authorized Delivery Partner, IRC offers CompTIA certification training that meets the client's unique requirements. IRC also conducts NIST SP 800-171 Rev. 1 Assessments to ensure clients are compliant with DFARS/FARS requirements. Lastly, IRC offers Cyber and Information Operations exercise design, planning, and execution services that hone client skills across the Information Environment.

I am responsible for ensuring the use of modern IT software and technologies to streamline business operations and ensuring its data integrity and security. Duties include communicating between other company Executives and IT personnel, review and keeping current IT systems, policies as well as establishing relationships with technology companies. I interface with all levels of company and government personnel to provide oversight, management and administration of company-wide Internal IT Staff as well as Internal Information Assurance compliance. Balance risk mitigation costs versus benefits, including need to remain flexible and agile while maintaining cybersecurity requirements. Lead the analysis, planning, and integration of newly acquired organizational IT and Cyber requirements into overall company processes and budgets.

Coordinates with business units across Envistacom to implement practices that meet applicable regulations, policies, and standards for Information Security. Oversees a variety of Information Security and risk management activities related to IT and cybersecurity to ensure the achievement of business outcomes where the business process is dependent on technology. Also, responsible for implementing and overseeing the corporate Information Security program.

Provides advice and support to corporate vision and strategy of security initiatives, to ensure company and customer cybersecurity requirements are met. Responsible for setting and monitoring corporate cybersecurity compliance goals, technical approach, implementation, budget, and management.Responsibilities:Maintain expertise and knowledge on all Commercial and Defense Industry Cyber and IT security practices and requirements.Develop and implement overall Cyber and IT security policies and procedures. Support assessments of Combatant Commander's Cybersecurity posture during exercises and operations by developing full spectrum Cyber and Information Operations (IO) road to crisis/war, campaign plans, scenarios/vignettes, and Master Scenario Event List injections. Conducts data collection and assessments in support of Cybersecurity and Mission Assurance objectives within exercises. Provides cybersecurity and customized high-end cyber training in accordance with applicable DoD and commercial requirements.

I served as the Information Operations (IO) and Cyber Opposing Forces (OPFOR) liaison to the Director, Operational Test and Evaluation (DOT&E) and the Threat Systems Management Office (TSMO). Directly supported the Persistent Cyber OPFOR (PCO) initiative and was responsible for coordinating with service and agency Red Teams during Mission Assurance (MA) assessments of Combatant Commands (CCMD) and service exercises and operational assessments. I was also the data collector/observer (DCO) for PCO activities. As the DCO, I coordinated with PCO team members to develop weekly anatomy of a hack briefings for DOT&E, CCMD, and service leadership. The briefings assist in evaluating the effectiveness and validity of PCO activities as well as blue forces network responses to PCO stimuli.

I served as an Information Operations (IO) and Cyber Opposing Forces (OPFOR) subject matter expert. Responsible for integrating Joint and service IO and Cyber planning into the IA Academy's curriculum and customer support. Supports the Threat Systems Management Office (TSMO) to develop and integrate a Threat Common Operational Picture (COP) into Joint and Army exercises. I coordinated with agency and service Red Teams to draft a Persistent Cyber OPFOR (PCO) CONOP. The PCO CONOP is the guiding document for Red Team persistent presence on targeted networks and identifies command and control (C2) of the participating teams. I supported DOT&E during Terminal Fury 2012 as the Opposing Forces (OPFOR) LNO. I was responsible for coordinating with the Joint Red Team to integrate exploited data into the OPFOR Commander’s campaign plan. I conducted independent Testing and Evaluation (T&E) on emerging cyber capabilities for a large government customer. Additionally, I researched and drafted two winning proposals in support of NIOC and JITC respectively.

I served as Director of Operational Test and Evaluation IO/Cyber liaison to Joint and Coalition Warfighting Center. Coordinated and planned Joint Information Operations (IO) and Cyberspace stimulus, to include cyber-attacks on Command and Control (C2) networks, electronic warfare effects, OPSEC compromises and asymmetric threats in support of Chairman Joint Chief of Staff directed exercises. Coordinated with Logistics, Command, Control, Communications, Computer and Intelligence (C4I), Model and Simulations, Special Technical Operations (STO) and Opposing Forces (OPFOR) planners to ensure the Live, Virtual and Constructive (LVC) environment portrayed real world threats to stimulate the training audiences. As the IO/Cyber LNO to the OPFOR Commander, I am responsible for ensuring that the data exploited by the Network Red Teams is fed back to the OPFOR Commander to assist in planning courses of action against the training audience during exercises.

Coordinated and planned Joint Information Operations (IO) and Cyberspace stimulus, to include cyber-attacks on Command and Control (C2) networks, electronic warfare effects, OPSEC compromises and asymmetric threats in support of Chairman Joint Chief of Staff directed exercises. Facilitated the IO Working Group at planning conferences, established milestones and managed the exercise design progress. Coordinated with Logistics, Command, Control, Communications, Computer and Intelligence (C4I), Model and Simulations, Special Technical Operations (STO) and Opposing Forces (OPFOR) planners to ensure the Live, Virtual and Constructive (LVC) environment portrayed real world threats to stimulate the training audiences. As the IO/Cyber LNO to the OPFOR Commander, I am responsible for ensuring that the data exploited by the Network Red Teams is fed back to the OPFOR Commander to assist in planning courses of action against the training audience during exercises.

Dr. Dowdy served as Director of Operational Test and Evaluation IO/IA liaison to JFCOM/JWFC. Drafted and submitted JFCOM sponsored Quick Reaction Test (QRT) nomination in support of Joint Information Operations Range. Coordinated and planned Joint Information Operations (IO) and Information Assurance (IA) stimulus, to include cyber-attacks on Command and Control (C2) networks, electronic warfare effects, OPSEC compromises and asymmetric threats in support of Chairman Joint Chief of Staff directed exercises. Facilitated the IO Working Group at planning conferences, established milestones, managed exercise design progress, and served as the Deputy IO cell chief in the Joint Exercise Control Group (JECG) during executions. Coordinated with Logistics, Command, Control, Communications, Computer and Intelligence (C4I), Model and Simulations, Special Technical Operations (STO) and OPFOR planners to ensure the Live, Virtual and Constructive (LVC) environment portrayed real world threats to stimulate the training audiences. Ensured interagency representation, to include Strategic Communications planners, were represented throughout the Joint Exercise Live Cycle. Additionally, assisted in coordinating the establishment of a DOD Joint Information Operations Range to be used in support of IO and Special Access Programs during exercises, developmental and operational testing and evaluation, research and development and IO Joint Munitions Effectiveness Manual (JMEM) validation.
