Reporting to the Chairman and the National Council, the responsibilities include:Setting, in consultation with the Executive Director and Secretariat, the Board meeting schedule and agenda to take full account of the important issues facing the organisation and the concerns of all Council members, and ensuring that adequate time is available for thorough discussion of critical and strategic issues.Maintaining regular dialogues with the Chairman on important and strategic issues facing the organisation, and bringing these issues to the Board’s attention.Providing leadership and governance of the Board so as to create the conditions for overall Board’s effectiveness and ensuring that all key and appropriate issues are discussed by the Board in a timely manner.Promoting effective relationships and open communication, and creating an environment that allows constructive debates and challenges, both inside and outside the boardroom, between Executive Director and the Secretariat.Ensuring that the strategies and policies agreed by the Board are effectively implemented by the Executive Director and the Secretariat.Ensuring that the Secretariat gives appropriate priority in providing reports to the Board which contain relevant, accurate, timely and clear information necessary for the Board to fulfil its duties.Ensuring that the Board, especially the Chairman, is alerted on forthcoming complex, contentious or sensitive issues affecting the organisation.Establishing good corporate governance practices and promoting the highest standards of integrity, probity and corporate governance at Secretariat and at Board level while recommending policies, bye-laws, codes, rules and regulation at the National Council level.

Professor Yap is a board member of CPD and Certification.Registered Financial Planner (RFP) programme was introduced and launched by the former Governor of Bank Negara Malaysia, Y.Bhg. Tan Sri Dato’ Sri Dr. Zeti Akhtar Aziz in November 2002.The RFP designation has been approved by the Bank Negara Malaysia in March 2005 as the qualification to apply for the Financial Advisers’ License and Financial Advisers’ Representative License under the Insurance Act 1996. The RFP designation has also been approved by the Securities Commission Malaysia in November 2005 as one of the qualification to apply for the Investment Advisers License under the Securities Industry Act 1983. RFP designation has also been duly approved by the Securities Commission Malaysia for the application of the Capital Markets Services License (CMSL) in view of the introduction of the Capital Markets and Services Act 2007.The RFP serves as a mechanism for the MFPC to help fulfill the National objectives of making Malaysia a Centre of Education Excellence. The RFP signifies the twin pillars of professionalism in financial planning – Professional Education and Practice Excellence. Most Importantly, the concept of the RFPs is defined by Malaysians who understand our values and needs.

Professor Yap has over 12 years of experience in education industry, he was the Professor and Dean of Graduate School of Business as well as the Head of Centre for Continuing Education at SEGi University for about 5 years. He was responsible for overall management, budget and profitability of the school and the centre. He has worked with university partners like University of Central Lancashire, University of Sunderland, and University of Southern Queensland for dual awards postgraduate programs to ensure good coordination, academic quality compliance and student welfare.During his tenure, in 2015 he brought SEGI’s MBA programme to Vietnam University where it was successfully run for 5 years. In July 2016, he was appointed as the Project Deputy Director of QS Stars University Ratings and Rankings Committee tasked to improve the University's academic reputation. The University has since obtained five stars in four areas in the 2016/2017 QS Stars University Ratings. In the same year, Dr Yap was recognised by the University for his dedication in supervising PhD and MSc students and guided them in publishing in high indexed journals. Over a decade, Dr Yap has guided hundreds of doctoral and master’s student in publishing high indexed journals in the fields of Accountancy, Financial Planning, Franchising and Internationalisation, Banking and Finance, Marketing Management, Transaction Cost Economics and Entrepreneurship. Dr Yap has served as a member of the research board of the University where he has headed the social science cluster and inspired the researchers of the University. He also served as the management representative in the committees for both ISO 9001:2015 and ISO 1400:2016 quality and environment certifications. In addition, he was the Chief Editor of the University’s journal under the Research & Innovation Management Centre. In 2017, the Ministry of Higher Education had appointed him as the MyRA auditor for 2017 to 2020 MyRA assessment.

Professor Yap is a member of the Accreditation Panel of the Finance Accreditation Agency (FAA), a body responsible for raising the standards and quality of professional learning and development in the financial services industry. FAA aims to create highly skilled and internationally mobile professionals for the global financial services industry. FAA is an independent quality assurance and accreditation body supported by Bank Negara Malaysia (Central Bank of Malaysia) and Securities Commission Malaysia and executed by a committee of technical experts, industry professionals and leading academics from the international financial services industry.

Reporting to the Dean and Vice Chancellor on the overall management and operations of three schools (School of Accountancy, Banking and Finance; School of Management; School of Language, Education and Humanities) in the Faculty of Business, Management and Social Sciences, the responsibilities included:Designing strategies to achieve the faculty’s KPI in student recruitment, retention, breakeven points for all programmes offered, academic scheduling, student passing rate, conversion targets and increasing productivity of faculty staff in workload.Spearheading curriculum reviews and development.Working with the marketing team in formulating effective strategies for yearly student population growth.Conducting periodic SWOT analysis to monitor business and academic performance.Conducting workshops to keep staff aware of framework of Blackboard Electronic Learning and Teaching technologies.Mentoring students Guiding staff to excel in their academic careersSupervising Doctoral and Masters graduates in publishing high indexed works in the fields of Franchising and Internationalisation, Banking and Finance, Marketing Management and Financial Planning.

Reporting to the Vice President and Director on the overall management, budget and profitability of Institute of Professional Development, the responsibilities included:Designing strategies to achieve the faculty’s KPI in student recruitment, retention, breakeven points for all programmes offered, academic scheduling, student passing rate, conversion targets and increasing productivity of faculty staff.Spearheading curriculum reviews and development.Monitoring faculty’s pastoral care.Liaising with industry and faculty experts to develop cutting edge programmes. Developing educational programmes to be delivered at the convenience of learners.Overseeing the delivery of quality content and services to all stakeholders covering the areas of teaching and learning, research, community engagement, planning and management as well as quality control. Reporting to the President of the Council and Chairman of Certification and CPD on the overall management function in education, training, research and development, responsibilities include:Advising the Council, Certification and CPD Board including other Joint Task Committees pertaining to education and assessment strategy and delivery.Managing the day-to-day operations of education, training and R & D including the development of learning materials, assessment and quality assurance.Managing the teams responsible for course development, learning and assessment.Leading the Council’s educational strategy through organisation of series of career talksand workshops in collaboration with public and private universities in Malaysia.Supporting the Council’s mandate to enhance competitiveness and reputation through strengthening the technical knowledge and the professionalism of financial planning practitioners through SEAR, RFP and Shariah RFP Capstone programmes.Leading a team of course writers, course assessors and journal editors.
