I engage with senior leaders across multiple U.S. and foreign government agencies as well as the private sector to shape energy security and clean energy policies, providing sound advice on existing and potential threats with the goal of proactively mitigating risks to US and allied interests.My responsibilities require the following:-Effectively navigate relationships with high-ranking US officials and international global counterparts.-Orchestrate complex and sensitive interagency negotiations, demonstrating a high level of discretion and diplomacy to achieve a unified approach to defining strategic priorities and appropriately allocating funding.-Interface with industry leaders and advise top U.S. officials in creating energy security and clean energy strategies, goals, and policies with consideration for private-sector concerns and interests.

I was the primary officer for energy and infrastructure engagements across Europe and the former Soviet Union, as well as the Acting Director of the Technical Support Office from 6/22-11/22.My key achievements:-Grew program from $15M in annual funding and two staff to $65M and 10 staff by leveraging business management expertise and engaging with State Dept. leadership and Congressional appropriators to socialize need to address threats to regional energy security.-Steered energy security & infrastructure development assistance policies/programs in 15+ countries, negotiated with foreign governments, and led multidisciplinary teams.-Oversaw $650M in regional energy security, clean energy/sustainability, and critical infrastructure protection programming, including design, budgeting and funding allocation, documentation, operational planning, implementation, contract management, and performance metrics. Key initiatives: market development, energy supply diversification, and coordinated multinational infrastructure planning/investment.-Leveraged $5M in program funding to achieve $35B+ in critical infrastructure investments by building and leading multinational interdisciplinary teams that drove natural gas/electric transmission system planning and renewable energy integration efforts.-Headed design & implementation of USAID's first critical infrastructure cybersecurity program following '19 attacks in Eastern Europe; grew $300K pilot program into $140M multinational effort in four years.-Led strategic negotiations with international counterparts to achieve consensus on approach to address budget & schedule overruns on the Chernobyl Shelter Project, saving $80M in US funds in first year and enabling on-time, on-budget completion.-Foresaw risks and proactively reallocated $300K in assistance funding to provide critical expertise to stop energy sector collapse in Albania in ’13; credited by PM for enabling economic turn-around and saving Albania $323M.

I joined USAID to manage the development of joint energy security, infrastructure development, and energy-sector reform programs in partnership with private industry, government agencies, and donors.My key achievements:-Enhanced field capacity and secured critical resources by launching training programs for staff and conveying needs for assistance to members of Congress and other senior officials.-Drove delivery of key improvements to energy sector competitiveness and infrastructure investment, cross-sectoral infrastructure planning, and natural gas and electricity market formation and transparency through design and oversight of strategic programs.

During this period, successfully doubled revenue on assigned projects over three years through relationship cultivation, implementation, and business development efforts targeting clients with operations across the Americas, Europe, Africa, and Asia.My key achievements:-Managed development and feasibility studies across resource, regulatory, market, and financial evaluation of utility-scale and on-site industrial energy and efficiency projects.-Directed successful negotiation of power purchase and renewable energy credit offtake agreements for diverse global clients.-Advised utilities on integrated resource planning and incorporation of renewable energy into generation portfolio based on local regulations, power market value, and expected energy demand profiles.-Formulated carbon mitigation strategy for multinational mining corporation by auditing seven North American sites to uncover and prioritize 500+ energy- and emission-saving opportunities. -Performed feasibility studies for natural gas, solar, and geothermal generation projects for Army installations as part of Enhanced Use Leasing Program.

• Analyzed grant proposals for funding by Dept. of Energy Wind and Hydropower Technologies Program.• Conducted renewable energy market studies; constructed feasibility assessments and lifecycle cost models; used findings to support corporate and federal energy efficiency programs and strategies.• Managed more than 300 ENERGY STAR program partner accounts and assisted partners in targeting energy efficiency opportunities via available grant opportunities and tax incentives.

• Advised national electric utility companies on natural gas combined cycle facility acquisitions.• Led engineering analyses on nuclear power plant components, including reactor nozzle stress analyses, component setup calculations, and equipment replacement conceptual design packages.
