Dr. Sultan Singh, Ph.D. is a high achiever in GIS and satellite data. Several states of India are successfully using methodology & technology developed by him and his many projects are successful both at the state and national level. He has implemented the provision of data, images, maps, systems, and software development as a service, supporting the government in many areas especially Mapping and Land Management to facilitate e-government. Dr. Singh is currently working as Chief Geospatial Officer in Gurugram Metropolitan Development Authority and Principal Scientist at Natural Resource Data Management, Citizen Recourses Informatics Department, and Haryana Space Applications Centre. His specialties include Land Management, Urban Planning & Management, Mapping services, City Development Planning, and many other GIS services. He is a consultant, advisor, and expert in the development of Geospatial applications, Satellite Imagery, Natural Resource Data Management, and Strategic Policy guidelines on Land related software application systems.He has huge experience in project implementation & monitoring. He has innovatively used GIS technology in Property Tax management System and Governance. He modernized the entire cadastral record of Haryana state and also conceptualized, designed, and implemented an innovative concept of the National level Land Record Modernization Program. Preparation of Natural Resource Inventory and Area Development through RS&GIS (Remote Sensing & GIS), Geospatial Project formulation, implementation and monitoring, processing & interpretation of satellite imagery, a combination of Different Thematic Information and Survey of soil and lands through Arc GIS software are a few of his achievements. He networked over 7,000 villages with almost 65,000 Musavi’s called Cadastral Map Sheets. He has digitized all current cadastral maps and developed and implemented a virtual Retrieval System for Record Room, Title Registration System, and System for Automated Transfer of Property. Apart from professional achievements, he also has vast teaching and capacity building experience including faculty member, guest faculty, training on GIS and Remote Sensing. He was Technical Advisor for several Indian states and remained as a member of National and state-level committees.
