Dr. Ali-Said, MATANO is an Expert in environmental management (including international environmental law and policy), transboundary ecosystems management. In May 2021, Dr. Matano completed his term of duty at the East African Community (EAC) where he worked as the Head of the Lake Victoria Basin Commission (LVBC). This is a specialized institution of the EAC mandated to oversee the sustainable management and development of the shared Lake Victoria and its Basin (LVB). Previously, he worked for 9 years as a Principal Programs Development Officer at the same institution (EAC which is a Regional Economic Community for the African Union). As the Executive Secretary/Head of the Lake Victoria Basin, his core responsibilities were inter alia: supervising and guiding the day to day operations of the LVBC, providing strategic and technical guidance on the formulation and implementation of projects and programs of the Commission (in line with the shared vision and strategic framework for the management and development of LVB), For a period of 9 years that he served as the Programs Development Officer, his core responsibilities were among others: development of projects and programs addressing environmental challenges facing Lake Victoria and its Basin; guiding development of policies and strategies that contribute to the sustainable management and development of the LVB. Before joining the EAC, Dr. Matano worked for the Government of Kenya mainly in the environment and natural resources as well as the water resources management sectors. Cumulatively he has 28 years of working experience in the two sectors. Dr. Matano possesses a PhD in Environmental Sciences (2014); a MSc in Resources Management (2000); a Post Graduate Diploma in International Environmental Law and Policy (2015) and a BSc in Forestry (1990). He has participated in several professional trainings in areas of environmental management systems, integrated water resources management, policy formulation and policy brief preparations.
