He is the 1st Filipino ocean physicist with a PhD degree.Dr. Baleña has logged more than 30 years of teaching, public lecturing, research and consulting experiences. He has published and lectured widely on a range of subjects. His research investigations already produced half a dozen copyrights. He is a ground-breaker. Among others, he co-founded the Ocean-Weather Lab in UP Visayas, the Regional Inst.Fish.Tech.in Palawan, and the Enviro-Informatics System Prime Movers Found. Inc.Dr. Baleña is multi-awarded, notably, a self-reliant scientist and educator. His professional performance reflects his multidisciplinary background and flair for innovations, integration and numeric, which he exploits in problem-solving.On the lighter side, Prof. Baleña enjoys quality time with family, the martial arts, guitar, keyboard, smooth, crossover/fusion jazz and reading.
