Dr. Bill Rivard is founder, president and CEO of Matrix Providers. A retired Army Colonel with nearly three decades of military service and 25 years’ experience in government contracting, Dr. Rivard founded Matrix Providers in 2010 with a goal of elevating industry and contracting standards in performance, quality, innovation and service. Dr. Rivard, combined with a strong team of professionals, led to Matrix Providers being recognized by the Staffing Industry Association as 2017’s fifth-fastest-growing staffing agency in the United States. Under Dr. Rivard’s leadership, Matrix became the first government medical staffing provider to adapt Managed Service Provider (MSP) commercial best practices into the government market, enhancing fill rates across thousands of placements. Matrix works to make Federal government health care systems attractive to health care providers, and competitive with commercial systems in an increasingly tight supply-demand environment.Dr. Rivard earned a Doctor of Optometry degree, as well as a Master of Business Administration and Fellowship in Executive Healthcare Management from Indiana University. He earned a Bachelor of Science degree from the University of Notre Dame. He is also an alumnus of the Goldman Sachs 10,000 Small Businesses Program in Growth and Development. Dr. Rivard spent 20 years as a clinician, served as an acting Chief of Staff for the Department of Defense’s (DOD) largest overseas medical center, and was an analyst and educator for the DOD’s Health Program Office. He has also been a school board chairman for Montessori Academy in Monument, Colorado and adjunct assistant professor at Indiana University School of Optometry. Dr. Rivard currently lives in Boulder, Colorado and has two grown sons.
