Dr. David M. Horowitz is CEO and Founder of Mind Storms. He is a serial entrepreneur and works with tenacity. He has extensive experience fund raising and managing programmes. He has led teams ranging in size from 2-50+, by winning $15 million in grants. He is an expert in biomedical engineering and was on the faculty at Tufts University School of Medicine.     I received a prestigious award to be Visiting Scientist to the 'Breakfast Club' where I was instrumental in promoting the Naval S&T Strategic Plan in Defence Research; I was the principal scientist presenting to a top level gathering of Government Leaders. I presented a unique proposal and technically defended it's feasibility for the now called JCTD. The topic was on mutlimodal interfaces for terrorist mitigation. The project, total worth 15M USD came out in the top 2% (ranked number 3) out of over 2,000 proposal submissions and was approved by the U.S. Government. It cemented my reputation with the United States Department of Defence and the U.S. Military.The Office of Naval Research Global (ONR Global) Visiting Scientist Program (VSP) supported me as presenting to the Breakfast Club met their mission in planning cooperative science and technology (S&T) programs with researchers in the Naval Research Enterprise (NRE); identifying and discussing outstanding S&T issues in areas of NRE interest and developing long-term relationships; and to maintain ONRG connectivity with the international scientific community in the focus areas of the “Naval S&T Strategic Plan.”

    My doctoral research was supported by an RA funded with the Clarence J. LaBel Chair of Electrical Engineering held by my supervisor Professor Kenneth N. Stevens. I focussed on quantitatively modelling human voice among a wide range of male talker types. Quantitative models included acoustics, electronic circuit analogues, and discrete signal processing techniques and algorithms. 4 years of acoustic models forms the basis of my current work called Voice Biometrics XRays. My work in voice biometrics also includes psychoacoustic models - underscoring my claim that my approach is built out of models that quantify the manner and mechanism by which human listeners identify a voice or given speaker. I spent considerable time exploring the general problem of human audition as well as forms of Artificial Intelligence that included Biological and Human Psychophysical models.
