Dr. Mullan completed her Bachelor's in Psychology at New Jersey City University, with a certification in Elementary Education, graduating cum laude. She received her Master's degree in Counseling and Community Agencies at New York University, The Steinhardt School of Education, graduating magna cum laude. She earned her doctorate in Clinical Psychology at The California Institute of Integral Studies in San Francisco. Dr. Mullan is currently a Psychologist at New Jersey City University under the Division of Student Affairs in the Counseling Center. She conducts individuals and group therapy, and is the Coordinator of the nationally recognized peer education theater group the Peers Educating Peers program. She is also the founder and facilitator of the LGBTQIA Support Group on campus, and an adjunct professor in the Counseling Department. Her professional and personal interests intersect with a deep interest in how people heal. Her professional research and clinical interests include intergenerational trauma, group psychotherapy, intersectionality, mindfulness practices, child and adolescent development, racism as trauma, treatment of childhood sexual abuse and extreme self-care practices. Dr. Mullan has over 15 years accumulated experience in clinical practice, higher education, and teaching, with a focus on social justice issues. With over 100 presentations and workshops within the private and public sectors, Dr. Mullan has recently been awarded "Best in Region" for professional organization, NACADA: The Global Community of Academic Advising in 2014 for presentation "Burn Out and Mindfulness Practices." She is actively involved in multiple organizations, including the North Jersey Anti-racist Alliance, American Psychological Association, Latino Psychological Association of NJ, American Society of Group Psychodrama and Psychotherapy, and the New Jersey Psychological Association, as well as one of the founding members of the NJCU's Undoing Racism Committee.

The PEP program has been in existence since 1998 at NJCU, and proudly boasts a strong alumni group of over 500. The PEP model is three-fold: Coordinators and consultants educate the peer educators; educate the community (audience); and the peer educators educate one another. The program is funded by the NJ Division of Highway & Traffic Safety, as well as the Jersey City Alliance to Combat Drug & Alcohol Abuse. The Peers Educating Peers program provides cutting-edge programming in the form of interactive presentations created and performed by the peer educators on a variety of social issues such as: LGBTQIA+ Identities, Mental Health Awareness & Advocacy, Drug & Alcohol Awareness, Undoing Racism, Microaggressions, Intimate Partner Violence, and other college-focused presentations that involve psychodrama techniques.Perhaps what makes the PEP program so unique is that the program does not primarily focus on peer education- the peer educators are involved in their own supportive group work on a weekly basis, led by Coordinator, Dr. Jennifer Mullan, University Staff Psychologist. Dr. Mullan also facilitates weekly groups with the peer educators focusing on a variety of social and emotional issues effecting the students' retention at University- such as family system, health issues, finances, body image, and mental health symptoms and concerns. The group format is ideal for students of color, as it holds an anti-oppression framework. The group has come to be known on campus as a "safe space" for students of all walk of life to receive support, and a "home away from home." The students also have the ability to attend semester retreats led by Dr. Mullan at LBI, NJ to engage in self empowerment, emotional reflection, and anti-oppressive practices for their well being and positive mental health..
